Okay, this may still be a bit rough, but gives an idea as to fiction I could write for submission to the Black Library for Publishing.
Khadrovian Data: History;
The Khadrovian Konfederacy began around 10,000yrs ago, when Vladimir Andrei Khadrov saw that the families chosen as High Lords would always be opposed to his reforms. To avoid things becoming ugly, he chartered an expedition to the Far Eastern Fringes to settle new worlds, along with the Cult Imperialis that rose out of the Crusades and the Heresy.
He went with his family and holdings, retainers and allies, colonists and converts, clergy, and an arm of the loyalist Tech Adepts, early Astropaths, Navigators and Army units as there were no Marines to spare to help. Contact was lost, and so thought the High lords, the Khadrovian expedition was presumed lost. The reality is that they carved out a robust and healthy little empire in the millenia since then.
The Konfederacy takes it's name from the seat of power, Khadrovia, named for Vladimir Andrei Khadrov(Ca-Drov). The Konfederations' success story is one of those rare things in Imperial/Human history, a collection of star systems working and cooperating to the benefit of all of it's members, passed down reforms of Vladimir's making. They do have some odd ideas as they are of a very ancient and divergent cult of the Emperor, and a well armed one at that!
Due to the odd manners of the Khadrovians, along with their odd way with Psykers, but their strict codes regarding aliens and mutants, the Inquisition is investigating this offshoot Imperial cult and society to see if needs purging, or, as their is need for the resources, re-integration into the Imperium.
Khadrovian Data: Technology;
Thanks to the sect of the Adeptus Mechanicus that was a part of the original expedition, the Khadrovians share a lot of similar technology with the Imperium. Some technology is different as they had some of their tech from the Crusade era, and STC's found found out there. Due to plentiful supplies of raw materials for making propellant based ammo, they still use a collection of auto-rifles using case-less rounds.
Another difference is their most potent weapon in abundance is similar to the las-cannon, but fires a magnetically accelerated round, they call this the Coil-Gun. Other than a few minor and "cosmetic" differences, both their Army and Navy are similar to the Imperial Guard and the Imperial Navy.
The Khadrovian Military also makes use of air mobile vehicles comparable to the Valkyrie, vendettas and Vultures, etc. Another is the use of Kommissars and Battle Priests, both of which seem very good at getting heroic efforts out of konfederacy forces above and beyond normal limits.
Ground forces also make use of artillery, special support crack elite troops, armored transports and fighting vehicles even up to Superheavy classes. They have yet to be seen deploying Titans, but with the Adeptus Mechanicus sect it is likely they may just be holding back their use for home defense.
Khadrovian Data: Pyskers, mutants and Aliens in the Konfederacy;
Rules and regulations are very strongly enforced here, special agents are in attendance in hospitals for births, looking for mutations and psykers. Such agents also screen school populations and keep alert to reports from the public of such.
Mutants are collected after being killed for studies, their parents screened, and if found tainted, sterilized to keep them working, but unable to make more mutants. This policy keeps the mutant population down to a manageable number as some are expected to escape and even these are hunted down.
Psykers, feared, yet useful, are screened and culled as the Konfederacy being isolated for so long, had no access to the Black Ships to ship them off world. Their Astropaths are trained as they were in Pre-heresy days, and are always escorted by armed handlers trained to shoot them at the first sign of possession. A few exceptional psykers are employed by the special agents to deal with the occasional rogue psyker.
Aliens, so far, only one race called the Rhuk (with a ^over the u), have been seen fighting alongside the Khadrovians, they are a subjugated race who send out warbands of up to 10 strong as "Janissaries" to the Konfedracy. Although the appearance of units wearing Tau influenced armor has raised questions, especially since the Khadrovians barely trust massive Rhuk.
Khadrovian Data; Socio-political Structure;
The planetary rule within the konfederacy is similar to most Imperial ruled planets, all have a governor, but for the most part, these are elected every so many years, depending on each world's charter. Very few use the inherited rulers, but all send representatives to Khadrova for the participation in the Konfederacy "Politburo", the ruling council.
The new Premier can be elected from any of the member worlds, but resides on Khadrova, overseeing the governing of the entire Konfederacy. The Politburo contains representatives from all memnber worlds, and the Adeptus Mechanicus and the Ecclessiarchy, Navis Nobilite, to make sure no one feels "left out."
All strive for a chance to be recognized as the best in their fields and professions, as such can lead to the elevation to one of the councils and ultimately to possible Politburo offices. Most Konfederacy citizens live at a comfortable enough level of pay and consumables, and are educated. These people are also taught that they can achieve much in the People's Konfederacy.
More to come, but I figured that this was big enough for now!

that was a real good read! as i am a so called "red sock" , someone like that is called that way if he fancies some ideas of communism and the procedures behind that system... i like your concept very much^^.
there are some things i found rather logically and also cleverly choosen to better create your fluff as it develops. this includes the great trek of the khardovians to a far away system...only question that this raises, as much as i am fimilar with the 40k canon i thought the emperor has contact/feels every psyker or astropath in the galaxy? or am i mistaken? if so then you should develope a certain kind of maybe natural source for masking the presence of all your khardovians...because, lets face it, as you describe it the dont send their tithe and dont send mutans etc with the black ships and so on and in the imperial book this makes the bunch of khardovians all traitors...even if they fight for the emperor and try to uphold the laws of the imperium...
don´t get me wrong if i had to choose where to belong, true imperialist or khardovian citizen then fear not my answer^^...
maybe get a nice and cosy little nebula around the system that masks their presence and lets the occainsonal stray enemy in for some jolly good battle^^...
again i lkie where your going so i am sitting tight at my desk (even so i might leave sometimes^^ but in my mind i will stay) and wait for some update here^^

Well thanks Vik!
Now I have been reading the Horus Heresy novels, and there were many "Astropaths who had their eyes as they had not been "wed to the Emperor" they were just really good telepaths who could send messages, but they were fairly well trained and strong, but still would have been needing some watching just in case they "Popped off"
That and their isolation in a mostly neglected section of the galaxy felt pretty much a reason to do something as there were no black ships to take the psykers away.
And yes, it does add to the tragedy of the 40k universe, here they are, isolated by all sorts of space, phenomena, and aliens, now making contact with other "neglected" systems and trying to do their part for Mankind and the Emperor, yet they could be seen as traitors by the Imperium itself.

seems everybody does his fluff homework...exept me...^^ *hides in shame*
are the khardovians conciuos about their generally traitorus to be seen behavior? not that with all things that could one into a traitor isn´t easy...even if your staying true to the path a mere envious mind can accuse you of heresy...
for me sometimes staying faithful in the eyes of the inquisition or other hunters is like playing in a lottery...only when you win your purged and the chances aren´t such as winning a lot of money more likely like something on the line of 1:1000 instead of 1: 40 000 000...

Nice work! I'd alter it a tad that they were presumed lost, and due to thier (very) slightly unorthodox methods, and with mutants, and such, maybe the inquisition has it's eye on them lest they become mutants or daemons and such? Then you also have an excuse for a russian inquisitor to hang about...

In fact I did make a Inquisition miniature with "Makarov" patter storm bolter/Force sword/storm shield and powered armor, (all golden) have yet to finish his paint job, I named him Mikhail Romanov, a member of the Khadrovian Special Investigations Bureau.

this makes me a bit thinking... if they have their own active branch of the inquisition, why don´t they try to et updates or new orders from the main department of the inquisition and thus getting into contact with the main imperium as well?
might be due to something that slipped my mind but for now there seems to be a gap in the fluff now...as i can see a whole community leaving the coresystems due to the uneasyness Vladimir Andrei Khadrov saw ... but if he took even one inquisitor with him they are bound to stay in contact to their fellow purgers and tortures buddys...
i might be wrong, because fluffwise i am a total noob and have only read some pieces of fluff written in codezies and no books whatsoever...

I prefer the sound of SCHMERTZ, but SCHIMATZ makes more sense. Man I need some acronyms in my death korps...
Special Commanders is your platoon and company commanders, as well as maybe one or two veteran sergeants, while Investigators could be inquisitors.

Khadrovian Data: Planets;
Khadrov; Capital world of the Konfederacy, seat of Politburo.Khadrov is a cold world and shares the star with several planets and moons. Khadrov raises a large bulk of the Konfederacy forces, has shipyards as well as forges and mines. Uniforms have cuts similar to Cadian style(utlra-utilitarian) to a Valhallan style(Greatcoats/cold gear) Rifles used are Tokarev patterns alongside two bullpup patterns of Kalashnikov rifles, which oddly look at first like Pulse rifles.
Frigia; Perhaps the iciest of the Konfederacy worlds, their hives are built underground. frigia's abundant ice/water resources are also joined by mineral wealth. Frigian uniforms are a little fancier, with embellishments the coats themselves, and fur astrokan hats. Frigians use long ornate rifles and ornate weapons.
Caskrainea; The "summer spot" of the konfederacy, a temperate non ice or cold world. People travel from all over the Konfederacy to get some sun. The "natives" wear sweaters in evening, while off-worlders usually prefer their great coats.
Caskraineans wear a light uniform reminiscent of Catachan style uniforms and use Tokarev pattern carbine rifles and bush knives for their forest training.
Krueger; Mountainous chilled world with thick forests, Krueger exports ore and lumber, along with agricultural goods. Another offering are the large hunting preserves. Kruegerian Army training is top notch, so all of their troops come well and highly trained and well equipped, Bauhaus pattern armor Uniforms and armor are used, and the preferred rifle is the Heckler-Rheinmetal HR-91 or the Mauser Rotary Carbine.
Myrmanskya; This icy hiveworld provides industrial, mining and Promethium as it's main trade goods. Due to the harsh, windswept surface conditions, masks, greatcoats, armor and boots and gloves are standard issue amongst these soldiers. The Bullpup w/shotgun model Makarov M-75 is used.
Arkelietska; From here come mined ore, industrial products and radioactives are traded from this radioactive, volcanic winter world. What is grown is done so deep underground, as do the living quarters and factories. To go unprotected on the surface is to court death on this world, and that is where the Arkeliestkan Army trains, from siege craft to decontamination training.Another armor/greatcoat force in the Konfederacy, they too use the M-75 Rifle.
Tyarvetz; Rich in chemical ashes, Tyarvetz ships chemical powders and liquids to the rest of the Konfederacy. Tyarvetzian Army is trained in all fields of chemical warfare and decontamination. Greatcoats over uniforms as well as masks issued, helmets are seen as traps for the chemical ash and so, none are issued, this gives the Tyarvetzians a more roguish appearance. They use a specially treated version of the M-75 rifle.
Polera; A mix of industrial/agro world with hot houses set up. The hard working Polerans also raise Rough Rider regiments as horse handling is so highly prized and respected. Their uniforms resemble ancient WWII Polish Army uniforms.
Sovestka; Industrial goods and mined ore are common from the forges and mines of Sovetska, a world with harsh winters broken by a short spring-fall season. Their Uniforms resemble WWII Russian army and use older pattern rifles and carbines.
Etruska; Agricultural goods and some industrial set amongst craggy mountainous terrain with rolling fields for the crops.Uniforms resemble WWII Italian paratroopers and mountain troops, older pattern weapons used.
Merika; Another Industrial/Agro world, Merika will also be providing troops set for cold conditions with armor and unique M-1 auto rifles.
Bavarania; Rolling hills and mountains make a picturesque setting here. Industry is balanced by agro and mining. The troops are also well equipped and armed. Heavy Stega Tanks and troops armed with MP-47 rifles will be their contribution.
Of the twenty systems in the Konfederacy, these twelve provide the bulk of the military might. The others send troops to become part of the other armies as they are "clients" of the twelve. Outside of these are the outpost or fringe systems, only able to provide goods or raw materials. These get fleets and armies assigned to protect them from neighbors in the "Pearl Strand" sub-sector.
The Khadrovian Konfederacy has a sphere of influence spanning some 30-40 systems, now they shall see if they can hold onto them from all threats, for the Emperor!
Known rivals and belligerents; Germania(was chaos held until loyalists sought help from the Konfederacy, in which they helped liberate Germania from the chaos cult ruining it.) Several Ork Warbands, Necrons, Eldar(both light and dark), Tau Empire, Chaos warbands, and other human worlds expnading their iwn bounds.
Though there is variation of faith, the Konfederacy do have a strong reverence for the Emperor enthroned on Terra, beloved by all!
Hence why there happen to be armed and armored priests over there!

JB: I like the concept of a free Shrike roaming through the treetops of the jungle. I'm not sure that I like the idea of a real Shrike sitting on my couch eating my Skittles.
