When someone says "black boxes are out already," does that simply mean "they shipped out to people who preordered already," or is there some other special meaning?

No - the black boxes are advance copies of army books, new kits etc that are sent to GW stores for the staff to assemble, paint and otherwise familiarise themselves with prior to release.

Not just GW stores, FLGS also get them.

Not all FLGS get them though. I know mine doesn't.

I didn't know any LGS got them, maybe they have to pay to get them.

My old FLGS used to get them. I think it had to do with us not having a GW store anywhere near us and the owner really amde an effort to sell GW, Kept a huge stock, hosted a ton of events etc.... He used to always get an early copy of a codex and some models.

I think they have to be a Partnership level store or whatever it's called.

Aye, partnership stores get those. Huh, looks like the many FLGS clustered around my favourite have lost their favoured status.
