They look like "Shadow Phantoms" would work to me.

It was just a suggestion due to the color scheme of so much black and white and no ties to the Black Templars. It also fit due to them "Falling"

jerk-packadiers? flying junkmonkeys? Plain ole black and white has a high chance of looking unfinished, lazy or boring. But what do i know? I play psychedelic eldar.
Anyways i think you should make them purple because there are not enough purple marines.

well every one wants to know, and the army wont make much sense if i dont tell you so here:
in 849.M41 the Persecutors Sanguine, a shining becon amoungst other BA succsessors, lost thier home world and honor when the chaos master mind, only known as the lord of a thousand tears, Invaded thier home world.
it started of as small surgical strikes, then got larger untill it was a full scale planetary invation. 3 years later in 852.M41, the chapter master orderd a mass planetary bombardment on the chapter stronghold, wishing to see his home world die rather than fall to chaos.

The color selection looks pretty cool. The actual coverage, though, looks a bit uneven, particularly the lighter colors. Are you thinning your paint at all? Painting multiple layers? Right now it looks like an uneven coat over a black undercoat.
The upside-down ends on the backpack look cool. Nice variation.
