"Best" in what way?
Power-wise? Probably IG followed by Space Puppies and BA's.
Fluffwise? Well, none of the 5E marine armies that's for sure, they're all just...awful. Most of the fluff in the past three or so years has been...bad, mediocre at best. Dark Eldar are the best of the lot to my mind.
In terms of most balanced? Probably Dark Eldar.
In terms of cool factor/visual impact? Far too subjective.

For background orks, there comedy do stupid things, ride motor bikes, get hammered and pick fights.......actually that sounds like home, crap i picked my home team lol.

I have to admit the SW on the giant wolf is one of the lamest models I've seen in a long time. I mean yeah the detail is good, but the concept is atrocious. May as well start putting IG on ogryn, or gretchin riding an Ork warboss.

I have a grot riding on a warboss...it works quite well.
Needless to say, my vote goes to Orks. The background is amazing, and with all the dice we roll, we'll get good rolls eventually.

Regular Space Marines, because there is not much cheese on the regular marines who don't need to cover their armor with sister's blood, or drink blood, or ride wolves, or go into a blood lust, or wear robes because they feel left out. Nope just regular marines that believe the Emperor is just a dude.
