It really depends on what qualifies as "best" - While Abaddon can wipe the floor with just about anyone, he doesn't give your entire army master crafted meltas, flamers, and hammers. Mephiston and Draigo are two names I expect to pop up a lot here.

I always liked wazdakka gutsmeck, though hes probably not the best. Super fast, huge gunz, and big cc weapons.
Plus, he lets you use bikes as troops.
Ooooo boy.

Vect hits like a truck in CC with 7 attacks on the charge, WS 8, Shadow Field, Combat Drugs, Preferred Enemy and 3+ wounding on everyone, plus he comes with the Pimp Ravager and his posse. And he lets you seize the initiative on a 4+.

It would have to be an HQ that changes an army. that makes him much more deadly than just assault power. so Vulcan would have to be on that list. IMO

Underground in a Mawloc-proof zone.

IMO I'd have to say the Swarmlord. He inflicts ID, makes you re-roll sucessful invulnerable saves. Once a turn he can grant Furious Charge, Preffered Enemy, or Acute Senses to a unit within his synapse.
Not to mention you can re-roll your outflank roll, +1 reserve. And he has a 4+ invulnerable save in CC. He can use two shooting psychic power a turn.
With a WS of 9 regualr marines will need 5+ to hit.

I would have to go with Vulkan. As nice as some of these other ones are, their benefits disappear when the unit dies - and a smart, savvy opponent will be able to knock it down before it can even think about getting in close combat. With Vulkan, heat weapons are twin-linked in your army, period, even after he's dead. Some of these others are powerful units on their own. Vulkan turns his entire army into a deadlier weapon.

Gotta go with vect as a 2++ and prefered enemy, and wounding on a 3+ with no armor saves, and rerolling wounds on eldar/DE. Plus the almighty steal initiative on a 4+. If you give him his raider of doom he's really hard to take out plus you got 9 other guys (Incubi as the pimps bodyguards). Don't even get me started on his toy orbs that can heal him. Add all that with he overthrew a society and became its leader for how many years. Plus his mind is compared to Tzeentch give me someone else even in that ballpark!

There are some good ones mentioned, but Baron Sarthonyx's benefit-to-army to cost ratio is probably higher than anyone else can muster.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Vulkan for reasons already mentioned.

Thraka: gives orks a reliable Waagh distance, fearless, and hits like a brick in combat. Toss in one unit of nobs for troops, and he's just as important to successful ork armies as vulkan, while being a powerful combat figure himself.

Draigo: changes the comp of his army, absorbs S8 shooting like a champ (3++ & EW), still has grand strategy and psychic communion, and is one of the top tier combat monsters along with Thraka, abby, Calgar, and Lysander

befopre he got nerfed, I would have nominated Brother Captain Stern. all the abilities and power of a GK grand master, half the cost.

takes out greater demons, multi wound charectors, and all he needs to do is wound once and pass a LD10 psychic check. offending model is dead. not dead, REMOVED.

plus strands of fate? able to re-roll a missed die per phase? not turn, phase. ok granted you have to give your opponent a marker to do tha same, but still. thats pretty burly.
