There should be Gun emplacements, either buyable through your codex, or attached to buildings/Ruins So lets say we have a heavy bolter attached to a building, and one unit got to forgo one of its models shooting to shoot the gun. How would you balance this?

I too have had the same thoughts about this!
As for balance i have no clue, since every codex has different guns.
Maybe have it as an upgrade for a unit, that model can deploy the turret if he wishes(probably giving up a movment phase so he can still fire it) then if that squad wishes they canmove on and another squad jumps on. Each squad is limited to 1 turret.
The problem i see with this however is that competetive players will throw down 6 turrets in the same spot then have 1 squad blast awsy on them plus their own heavy weapons squad
Food for thought however

No.
Forge World already has rules for some, mostly Imperial.
Planetstrike also has rules for some(mostly AA/anti-skimmer turrets).

How about some feedback?
Lets say they are points based, in any given game you may take up to 10% of your total points value as gun emplacements.
you may denote one piece of terrain to have a gun emplacement, this is done after deployment of both sides including infiltrators.
Gun emplacements must be deployed within your deployment zone. The weapon can be fired in the shooting phase as normal, and one model may fire the weapon in place of making a shooting attack with any of his equipped weapons or wargear.
Sample gun emplacements:
Space Marine Assault Cannon 40 points
Tyranid Devourer 5 points

I don't think I need to put any more feedback then "Forge World already has rules for some, mostly Imperial".
These already exist. They're called the Tarantula Sentry Guns for the Imperium, and the Tau have Drone controlled turrets.
If you want to make Eldar or Tyranid or whatever ones, use the Tarantula Sentry Gun rules as the base and alter weapons/points as you see fit.

I would say that it doesn't quite fit with the feel of 40k.
Most games represent skirmish battles. Neither side would have had enough time to dig in and place a load of pill boxes. Most missions and deployments don't really lend themselves to a fixed, turtle style of play.
Also, mobility is a big part of 40k right now with all the mech lists running around out there. Allocating a bunch of your allotted points to static defenses would most likely leave you out maneuvered and undermanned.
Gun emplacements only make sense to me in a apoc or planetstrike setting. And as noted above there are already some rules for them there.

I belive you mean "attached" instead of "attack" you should edit that just in case. onto the argument
Just use the turantula as a base, create what you feel is fair. Do -1 the balistic skill of the basic frontline troop your building these guns for: if its space marines: BS3, Guard: BS2, Orks: i think BS1, etc.
If you want more armour then use one of the bigger gun emplacements as a base (Imperial armour has these also i think) want to put on a diffrent gun then intended? Then use the cost of the gun as listed in the codex, put it on the apropiate emplacement, and voila: a gun emplacement.
Throw in some house rules on how much or how many you can buy, whether or not several of them count as one squadren of turrets, and some other special rules (Half range, twin linked, counts as scoring, wether or not you can "man" the emplacements [Also, only one squad per emplacement.].).

Both players would get 10% more points that they can only use on gun emplacements, your List would stay the same.

If you need a fluffy reason for it:
For the Space Marines the guns were there prior to the battle and they were sent to reclaim the ammo and weapons when the battle broke out, that is why the guns are there.
For Tyranids they have a variation on ripper swarms tunneling below the battle ready to break through the surface to provide ranged support.
I am not playing Apoc or planetstrike, so I am not using those rules, Just trying to find some alternate rules to put in a custom mission.

I know i've seen IG artllery emplacements. These are something that could be towed into place so having them in a defense oriented mission makes sense.

Well,for a custom mission I have no idea,but ARTILLERY would be a good place to star.Massive guns,fire them instead of a normal gun.

Quick and dirty. Allow each player to buy up to 4 guns and place them on terrain. If they have a troop unit controlling that terrain, then they can make an extra shot with that weapon. Weapons can't be picked up and moved and are destroyed when the terrain is.
Allow them to pick any vehicle or heavy weapon. They pay full cost for vehicle weapons, but -5 points for troop weapons.

Were I you I'd strip down the Planetstrike rules: designate an attacker and a defender, give the attacker a different force organization chart and easier objectives, and give the defender free weapons emplacements.

For Space Marines, just add a "Gun Pod" that substitutes a Drop Pod's transport capacity for firepower. Make them Heavy Support.
