Can anyone out there please tell me if by the time Eldrad Ulthran and Fulgrim had their chinwag, had the Eldar race already doomed itself or did the Emperor's Children help along the demise?
Any help will be greatly appreciated.

My DIY Chapter's ace in the hole are an Elite Scout Company, whose active units have aquired the tag of,'Belt Notchers'.
Comprising of newly promoted neophytes, sergeants, and vets from the Chapter's inception. Already fallen. The warpstorms which were partiality responsible for the age of strife were being caused by the formation of Slaanesh. They dispersed when Slaanesh was born, thus dooming the Eldar and allowing the Emprah to embark on the great crusade. (or so i think)

Since Fulgrim was possessed by a daemon of Slaanesh and Slaanesh was created by the Fall of the Eldar, that Fall must have happened quite some time before Fulgrim met Eldrad.

Makes sense. And if the Eldar still owned the galaxy the Emprah wouldn't have been able to call the crusade.
The Eldar must have fallen after the bubonic plague and the Mongolian attacks into Europe because wasn't Slaanesh the last to wake?

The Fall of the Eldar happened in M30, when the Emprah lead his Great Crusade.

As said according to established fluff M.30, according to the new Dar Eldar codex...oddly after the Horus Heresy. ...So yeah, GW's writers aren't exactly consistent with things like dates. =/

It's meant to be this I think, the birth of Slaanesh stilled the warp storms that had made trans-galactic flight through the warp impossible. The Emperor had forseen this event, and had unified Terra in the meantime and prepared the first Space Marines to take part in the Great Crusade.

As stated already Fluff points out that the Fall happened around M30. Humans expanded across the galaxy, this was stopped by the destabilisation of the warp, The Age Of Strife. this destabilisation was caused by the gestation of Slaanesh
