Subject: Codex Administratum? Possible 2012 release?

Any news on when this is being released?
I'm looking forward to a large range of Scribes and Curators with lots of bitz sprues of books and scrolls.
I'm particularly keen on the rumoured special rules such as "Death of a Thousand Paper Cuts" in which you can tie up the enemy forces with a pre-battle barrage of paperwork or even the mysterious "Death by Taxes".
Bit disappointed that quills are only counts-as knives mind.

They sound really underpowered to me. I don't know how you can seize the initiative when you have to go through all that complex bureaucracy just to start your own movement phase.

It's going to be hard to write a competitive list since the rumours suggest that it'll take 2 turns for permission to shoot will be granted by the Ballistics Management Departament.
(I wonder how long it will take for people not to understand the irony )

Its going to come out in one wave,. To stop any third party 'public servant' shenanigans.
You have to file paperwork with the admistratum to field an army. RAW you can never field a legal army
This RAW will not get an errata.

I would like a new Codex Imperialis, a new background book for all things in Imperial politics/government. That'd be awesome...

There were supposed to be rumors floating around about a codex: Adminstratum, but the accidental leak was postponed for deliberation.
The entire model line was cast after it had been redacted, resulting in millions of blank sprues being pressed.

This'd actually be a hysterical army to field.
Scribe
Single attack
Range: 12"
Wrath of the Mechano-quill: Choose a target. That target was never issued any gear because of a catastrophic failure in requisition paperwork.

The problem is that units that start in reserve will have to petition with sufficient justification to be permitted to deploy, and before the start of the game you would have to redeploy 1d6 units for each HQ in your army; sequentially; before and after scout moves, assuming you have been permitted access to the Scouts USR.

Black Templars, Tau Empire, Chaos Space Marines and Eldar are all said to be released in 2012 ( highly unlikely that all 4 factions will receive the update ).

My wish list:
-Every unit will have Slow & Purposeless...I mean Purposeful.
-Scribes assaulted by Ork units suffer instant death as they are too busy going OCD over grammatical errors on the enemy's company banners.
-The army cannot sieze the initiative, but a new USR called Red Tape gives destroyed models an extra turn before being removed.

I'd have thought the USR 'Red Tape' would have been more along the lines of;
Such is the complex nature of the legendary Imperial beaurocracy that enemies of the Imperium are often reluctant to take the risks of being 'tied up in red tape'. Many an enemy has disappeared beneath the mountain of paperwork the Imperium generates. Most don't survive, but the few who do see sunlight again are often so traumatised that even the sight of a piece of paper can turn them into gibbering wrecks.
- Any unit that wishes to shoot an Administratum unit must first pass a leadership test at half their base leadership (rounding down).
- During the assault phase, any unit attempting to assault an Administratum unit must make a difficult terrain test on 2D6, halving the result (rounding down).
- Administratum units with this rule add +1 to their close-combat resolution as their opponents get distracted by the mass of paperwork.
