Can you really make the trainers more powerful then the actualy fighting creatures? wouldnt the player technically be the "trainer?"

I dont imagine having a tervigon thing spawning pikachus XP Give them base stats of tyranids but a little bit better w/ a shooting attack. Gym trainers should be like um terminators or crisis suits XP
They should be an army of cc psykers. Have an evolving system for the pokemon that have evolutions. I'll come up with stats for groudon

I think pokemon should be a low model count army, but quite powerful, and if you can get your pokemon killing enemy units they will evolve and become awesome.

I'd recommend revamping the idea. Make the trainer an HQ choice, with various different types of trainers giving different bonuses to the entire army. The trainer themselves would be fairly weak, standard human profile, but offer supportive benefits to the entire army.

Other army selections would be based around pokemon that excel at different things. Elites would be pokemon with either very specialized roles, or more... elite roles. Fast Attack would be fast pokemon, or flying pokemon. Heavy Support would be larger, slower pokemon that hit like trains.

The above pokemon would be all fully evolved, single model units, possibly monstrous creatures. Troops would be groups of unevolved pokemon, with varying roles.

So, for example:

HQ:
-Basic Trainer (customizable, cheap)
-Elite 4 Trainer (expensive with powerful effects that require finesse to get maximum effects from)
-Professor (moderately expensive with abilities built around healing wounded pokemon)

Elites:
-Nidoking (well rounded and powerful with a variety of abilities with no discernible weaknesses)
-Suicune (average in all abilities other than durability, with the ability to buff self in various ways)
-Blissey (Weak abilities, but supports fellow units)

Troops:
-Bulbasaur herd (durable, slow troop with the capacity to fight in both range and melee)
-Squirtle herd (basic, well rounded ranged troop)
-Charmander herd (faster, melee based troop)

Fast Attack:
-Arkanine (fast moving melee fighter that's devastating in combat, but relatively fragile)
-Zapdos (flying ranged fighter)
-Dugtrio (extremely fast moving, expendable hit-and-run fighter)

Heavy Support:
-Gyarados (absurdly powerful flying melee fighter with rage, becomes more powerful with each successive turn)
-Tyranitar (Slow, yet extremely powerful melee fighter that can impact the environment around him with abilities such as earthquakes and sandstorms)

A few thoughts:

Trainers could be purchased as squad sergeants, but rather than providing the usual better combat stats over a regular soldier they could provide special squad-wide advantages to the hordes of Japanese annoyances similar to Eldar Exarchs often do. I mean, them pokemon trainers look like quite puny creatures.

Pokemon is big on strengths and weaknesses to elements. Try to incorporate this such that a water(?) pokemon would be extra vulnerable to certain attacks like Living Lightning and the fire pokemons would be immune to fire-based attacks (fire-based, NOT templates. Scorcha is fire base, Destructor is not).

Heavy Support and Elites could be evolved versions of Troop and Fast Attack respectively. HQ could be further evolved critters. Troop and Fast Attack could provide a large amount of options.

I really need to stay away from the 40K forums.

Ah, you're right. I misread that.

For the record, Gyarados may be 4* weak to lightning, but he's still obscenely powerful and quite common in competitive circles. I used to run a raindance list with him in it, and even when the entire raindance plan fell out the window, Gyarados was capable of cleaning up entire teams on his own. As a general rule, let Gyarados get one Dragon Dance off, and you're in big trouble. Let him get two, and you might as well just surrender.

...But I like gushing.

HQ- Dragonite, venasaur, charizard, blastoise (anything with personality, or otherwise uniqueness. Legendaries too, although they seem more like FW additions )

Elites- Alakazam, Jinx, scyther (Tech pokemon that are pretty universally good)

Troops- Raticate, Voltorb, Ponyta, (common pokemon that are for the most part garbage)

Fast Attack- Pidgeot, tauros, Poliwrath (pokemon that hit hard and usually take advantage of weaknesses)

Heavy Support- Gengar, Ryhorn, snorlax, gyarados (pokemon that hit HARD no matter what they're up against)

Compulsatory- Pikachu (?)

Never mind. Don't even know what I'm thinking of.

Just play them as chaos daemons Have a whole unit of flamers that are actually charmander models

I'm liking Fafnir's list better. Thinking that something like zubat would fit well into both FA and troops.

Also, what unit type would you give some of them?
Beast seems a given for all of them, but that would not reflect their perpose well in some cases and wouldn't it prevent some of the troops being scoring?

I would like to see a garados vs a trigon. There about the same size too! 6.4m vs 7.1m

That would depend entirely on the pokemon. Based on the examples I gave:

HQ:
All trainers would be normal infantry independent characters, with the exception being that they can join single model units and monsterous creatures that are pokemon.

Elites:
Nidoking would be normal infantry
Suicune would be a Beast
Blissey would be normal infantry

Troops:
Bulbasaur would be normal infantry
Squirtle would be normal infantry
Charmander would be a beast

Fast Attack:
Arkanine would be a beast with move through cover
Zapdos would be jump infantry
Dugtrio would be a beast that ignored difficult and dangerous terrain, with the ability to deepstrike

Heavy Support:
Gyarados would be a monsterous creature that moves like jump infantry.
Tyranitar would be a monsterous creature.

So...

Nidoking.....135 points
WS5, BS3, S5, T5, W4, I4, A3, Ld8 Sv3+
Unit type: Infantry
Wargear: claws and horns (counts as a close combat weapon)
Special Rules:
Poison Body - for each time Nidoking is hit by an attack in close combat, the unit that hit him immediately suffers a single S3 hit, with armour saves allowed
Horn Drill - instead of attacking normally in close combat, Nidoking may attempt to use Horn Drill. Target one enemy model in base contact. Both players roll a D6 and add it to their respective model's strength. If Nidoking's value is higher than his target's, than the target model is removed from the game. If used against models without a strength value, that model immediately suffers a S10, AP1 hit.
Thunderbolt - During the shooting phase, Nidoking may use the following shooting attack:

Thunderbolt:
Range: 18" Strength: 5 AP: 3 Assault 3, Chain Lightning, Paralyze
Chain Lightning: If a unit suffers an unsaved wound from an ability with the Chain Lightning rule, then the unit is immediately struck by another attack, at -1 strength (so a unit wounded by thunderbolt would then take a S4 hit, and if that wounded, a S3 hit, and so on).
Paralyze: Models wounded by an ability with the Paralyze characteristic that survive strike at I1 in close combat.

Suicune.....180 points
WS3, BS5, S4, T5, W4, I4, A3, Ld10 Sv4++
Unit type: Beast
Wargear: jetstream (counts as a power weapon)
Special Rules:
Stubborn
Calm Mind: During the shooting phase, instead of shooting, running or any other abilities, Suicune may use Calm Mind. Place a Calm Mind counter on Suicune. If Suicune has 2 or more Calm Mind counters on it, increase its invulnerable save to 3++
Rest: During the shooting phase, instead of shooting, running, or any other abilities, Suicune may use Rest. Remove all Calm Mind counters on Suicune, and recover an amount of wounds equal to the amount of CM counters removed. This may not take Suicune above its starting Wounds value.
Surf: During the Shooting Phase, Suicune may use the following attack:

Surf:
Range: template, Strength: 4, AP5, assault 1
For each Calm Mind counter on Suicune, increase the strength of Surf by 1, and reduce the AP by 1

Ice Beam: During the Shooting Phase, Suicune may use the following attack:

Ice Beam:
Range: 36, Strength: 6, AP2, assault 3
For each Calm Mind counter on Suicune, increase the assault value of Ice Beam by 1

I'd say break the types into sections.

Elite:
Psychic (Psykers)
Dark (Infiltrate)
Ghost (FNP)
Dragon (The powerhouses)

Troop:
Water
Grass
Electric
Fire
Fighting
Normal

Heavy Support (Large Blast for Weather):
Steel
Ground
Rock
Ice

Fast Attack:
Flying
Bug
Poison (Poisonous stuff)

Still, why would a Bulky Water like Blastoise, Gyarados, or Empoleon be Troops?

And Aerodactyl would be much more at home as a Fast Attack, despite being Rock type.

This is after they've evolved by murdering a lot of people. Empoleon mightn't suit the troop section, but Piplup certainly does. I just organised them by the variety of their use. Water Fire and Grass are the basic elements of the game, and Electric usually ends up with them instead of Grass.

Dual types are complicated. Maybe purchase an optional second type as a bonus.

I actually like the concept.
Will read through properly when not on phone, but thoughts off first few posts are:

All trainers should be straight human and kind of pathetic, but each gets to choose 1-6 pokemon.

Different trainers have access to different units, with special characters (named trainers) having a set line up.

Evolutions should be paid for, i.e. Purchase the stage 1 then upgrade it.

Attacks should be paid for, start with 2 base then allow up to 4 total.
Bonuses for same type trainers. I.e. All fire type with a trainer gives +1s or something.

Troops maybe consist of 1-3 trainers a section.

It would result in a small elite force with only 2-7 models a FoC slot with a lot of character.

You should add a special rule to Brock that requires him to take a Ld test if there are any females within 12"(Enemy or Allied) with a -1 modifier for each additional female. If the test is failed he is immediatly placed in BtB with the closest female model, this can start an assault, but he is not allowed to strike any blows. He can always pass the test on double 1s regardless of his Ld with the modifiers(Crogunk knocks him out)
