Depending on how simple you wanted to go I usually end up spreading milliput over the top of the base, letting that dry and cutting it into pavement tiles, cracking it a little, painting over it in whatever scheme currently suits my tastes and then spilling like gravel from hobby shops into the cracked pavement and exposed base to create a ruined city themed base.

Simple Basing Guide:
1.Buy Resin Bases
2.Paint
3.Done
There are a million and a half different ways to base a mini, and they all vary wildly based on the effect you are trying to achieve/what you are trying to do. You need to be a bit more specific if you want us to help you.

Awesome tutorial for simple, yet effective basing. This is what I'll be doing when I get around to basing my minis.

Well it depends on what basing material you want to use, but say sand for example or modeling dirt. Spread some PVA Glue over the base and then put it in the sand or basing material and move it around until the base is fully covered. Take it and tip the excess off back into the tub and leave to dry. after the sand has dried you can paint over it to make it look like dirt or something and then put a bit of PVA Glue on the base again and then a little bit of static grass.

Always depends on what you're after. For example using the techniques for a grassland base on an arctic one won't really work.
Best general tip though is base before painting (leaving out flock), prime at the same time, paint after the model is done and then add the flock after varnishing is done if any.

I really should start basing models before painting them, but old habits die hard.

I usually attach mine to a variety of old and knackered bases to be painted, that way I can build up their actual base each time I've got to wait for paint on the model to dry. When both are finished just switch the bases over.

Dipping With Wood Stain
|
1. Apply PVA Glue to the base
2. Dip in sand/gravel
3. Flood Wash with brown wash - allow a few hours to dry
4. Drybrush with earthy/sandy colors, depending on the effect you want to achieve
5. Add patches of static grass or flock, depending on your tastes.

Micro art studios are frankly quite amazing and very cheap in small numbers. I get them from Maelstrom as I am from the UK. I would advise the
The Power Plant bases are brilliant, although they are only in W/round. The bio tech ones are brilliant too. If the metal tech bases aren't your style them the temple bases are brilliant. Or for the bread and butter effect shale:

As for doing it yourself:
I love this guide! It is brilliant:

Also his quick and dirty lava bases are brilliant too.
Slate is a brilliant thing for basing, you can do brilliant things with it. Some prefer cork, though. I like slates weight, it hold the miniature to the table.
I live for water effect. If you want a large smooth surface of any type that is what I use. You can brush it onto a base then once it is half dry you can use a blunt knife to cut cracks into it to make ice. You can pour it onto a base then paint it dark metal and you have metal. Paint it black then gloss and you have marble. Or you could leave it unpainted for a water base effect.
Where to get water effect:

There is so much you can so with it!
Here's a good guide for marble if you want to paint your water effect, or any other smooth surface, a colour besides black:

Terragenesis is brilliant in general for finding things to put on bases.
Also if you cut out some sand bags from a milliput strip then that could work really well alongside this.

This is the best GW article ever released. It covers the basics of basing and follows it up with some excellent examples. This will teach you everything you need to know and give you some ideas for what you can do yourself.
