Not every shadow, but any shadow

Does anyone know how, or if, you can play Deathwatch as a normal army in a tournament?

What codex would you use?

Codex marines, then use them as sternguard. also works with blood angels sternguard, or Vanguard if you want them as jump pack version deathwatch.

Space wolves use wolf guard so they can be kitted out easily.

Sternguard are basically a straight rip from the original Deathwatch rules. The only real difference is deathwatch had a special heavy bolter. I have a squad of Deathwatch that I run as sternguard

-Any terrain containing Sly Marbo is dangerous terrain.
-Sly Marbo once played an objective mission just to see what it was like to not meet every victory condition on his own.
-Sly Marbo bought a third edition rulebook just to play meat grinder as the attacker.
-Marbo doesn't need an Eldar farseer as an ally; his enemies are already doomed
-Sly Marbo was originally armed with a power weapon, but he dropped it while assaulting a space marine command squad just so his enemies could feel pain
-Sly Marbo still attacks the front armor value in assault, for pity's sake.

You could use them as Inquisitorial henchmen with power armour in the Grey Knight army lead by Cortez.

The biggest indicator someone is a loser is them complaining about 3d printers or piracy.

You could use SM. Take scouts as troops, they can have that cool hellfire round heavy bolter, and load up on stern guard. The rest just fill in the blanks.

You do know the deathwatch are space marines right? Me thinks you are thinking just regular Storm troopers, who wear carapace armor
Use can just use regular C:SM, use Kantor as your HQ as he can make sternguard troops, then just add drop pods, a dread or 2, and what ever else you think would be approptiate (vanguard vets, assault marines and devs are good choices for supporting the sternguard). You can also use the scouts for stormtrooper count as, as other people have mentioned

Sternguard aped a lot of their old rules, just take a Marine army heavy in them and you should be fine. Take Pedro as your HQ and they can take objectives.

Kantor doesn't make Sternguard Troops, he just makes them Scoring. You'd still need regular Tactical squads or Scout squads; fluff-wise I could see an army built as a Space Marine force (contributing Tactical Marines, vehicles, and one Captain) allied with a Deathwatch force (contributing Deathwatch Kill Teams (Sternguard) and a Librarian).

Balanced Game: Noun. A game in which all options and choices are worth using.

I never said he made them troops. I just said he let them take objectives. I'm a Crimson Fists player, I'm pretty sure I know my own rules.

SM really need a Character to make vets of all types troops. Captain Aggeman would make some sense.

No Space Marines do not need this. Not under any circumstances do Space Marines need this.
9 Dreadnoughts
9 LoTD squads
9 Vanguard squads
or (Yikes)
9 Terminator squads.

Could you imagine 45 or 90 Terminators armed w/TH+SS. I mean its not viable in anything short of Apoc, in which case FOC is thrown out the window. But still....
I could see the appeal in 9 dreadnoughts though. That could be fun.

EDIT- I read your post wrong, you said Vets not Elites, my bad. Still Termies are veterans so i guess its still applicable in some sense.

I didn't count Termies. VV and sternguards only.

Yes, but 9 LotD squads would be a really bad army with next to no killing power. You can already run 6 dreadnoughts or run more in a BA list. I think Pedro making Sternguard scoring is as close to making all veterans troops as we need to get.

Didn't their heavy bolter also have a suspensor lift arm that let them fire on the move?
