Sanguinius for the cool factor, and the fact that a good chunk of the Ecclesiarchy would probably poop a brick, and that image amuses me.

Guilliman, because he's the best politician among them - he would have what it takes to manipulate and control the myriad branches of the Imperium; not to mention that three-fifths of all Astartes are his genetic sons, he'd have the loyalty of more than half of the loyal Space Marines.

Why?
I'd love to see a narrative where half of the Alpha legion are loyal and the other half are chaos and the two sides are vying to protect/destroy the Imperium.
I think it'd make quite the compelling plot line.

Anyway, I would probably go for Lion, I can see him taking every unforgiven chapter and hunting the fallen for a millennium before doing anything of use. Also Guiliman is an idiot.

This could go on for pages as we weigh the strengths and weaknesses of an entire planets defense forces and the abilities of a primarch ect., but let's not. Let's just compromise and say Pertuabo could take Cadia's defenses apart, but it would take two instances instead.
Anyways, the Imperium needs a Guilliman right now. They don't need an inspiring general (which Guilliman fits anyway) as much as they need someone with the ability to reorganize the empire. Someone to figure out logistics and look at the galaxy as a whole and develop an actual proactive plan to defense instead of a reactive "oh we are being attacked by Hive Fleet X or Waaagh Y, send some guardsmen". While any Primarch may be capable of this, Guilliman seems to be one of the only ones who would be satisfied sitting behind the lines and figuring this seemingly boring stuff out, without getting a blood lust and want to go out to the field and lead assaults.
Guilliman is already experienced in empire building, I think he could turn the Imperium around.

The Lion would be interesting! Will he come back and help the IoM? Did he really turn traitor and so be an enemy of IoM? You could play it so many ways.
I guess Guilliman would be best for the IoM though. He could organise them the best without causing some kind of civil war.
I would want the Lion back though.
