I'm a generally new player. And I'm trying to add some Psykers to my army.
I'm very fond of the two skills they have. And I've found that making units on the board turn tail and run, is becoming increasingly useful the more I play.
But I'm a little bit sketchy on the rules.
1. Is the Over Seer a psyker? And can he be used in the special skills?
2. Any and all tips and tricks on how to utilize them effectively.

I myself haven't tried out Sanctioned Paykers in my guard yet, so I can't comment on that, but his should probably be in the tactics section.

The psyker battle squad functions like a chorus of psykers, working together to put out a powerful psychic blast. Run a full squad, in a chimera, and let them do their magic out of the hatch. The overseer, while alive, murders psykers instead of letting the squad succumb to perils of the warp. If the overseer is dead, the entire squad suffers perils together (bad juju).
The most effective way I've seen them run, like I said, is a full squad (9 + 1 Overseer) in a Chimera.

The way I have seen them done is paired with Leman Russ tanks or Ratlings and placed inside of a Chimera.
They Weaken Resolve on enemy units (reducing them to LD2) and then pin them (with ratlings/stormtroopers/snipers) or blast them off the board (with leman russes or other high-firepower units).
Doesn't work on fearless or tanks, though, but you still have the Str 9 AP d6 large blast.

Correct the Overseer just kills them when they get Perils and adds extra (worthless) attacks in melee.
Weaken Resolve: The ultimate Death Star killer. Kill a few guys and that big powerhouse runs away or are easily pinned with a Barrage hit.

Yes, the Overseer is a psyker. I just run ten in a Chimera. Strength 10 large blast is epic.

False, reread the powers listed on the Psyker Battle Squad page and don't forget that wording is everything in this game.
