Well, technically, squats were never gone from the fluff. They were just made extinct.
Extinct =/= gone from the fluff.
The information on pg406 does not say they are still living; it just acknowledges that they exist or had existed at some point.
Until more information is available, we cannot say for certain that Squats are "back".

I am not sure if that refers to squats. I think it refers more to any other abhuman breed that was not listed beforehand.
And even then, it does specify squats. I read it as "Squats are among the few classified breeds of abhumans", not "Squats are still alive, and were totally not eaten by tyranids."

Oh really? I was under the impression that the entire race was an Golgotha when it was consumed.
You know, as part of a "everyone defend the homeworld" sort of thing.

I would guess that GW have decided that after all the complaining, and one to many arguments about "you can't use your squats as count as because they were all eaten" by TFG's they have decided that for the sake of a few words they can put them in the fluff and make no further mention of them.
This lets people use OOP minis as "official" count as and can convert and make stuff for there force without people trying to tell them they can't use it, but I bet they won't make get a codex or any new minis (although it is possible that they will come back as part of Tau, but I doubt it).

This is pretty accurate. Even if squats only had one home world which was devoured, at the time of the tyranid invasion they would have had multiple regiments spread out across the galaxy working with other guard units. It is more a case of squats becoming an endangered species instead of becoming completely extinct. Further, with the death of their home world, they may have chosen to settle on other imperial worlds. However, without a home world they would no longer have to be part of the imperial tithe, and as a result there would no longer be any squat armies.

I think this is probably it. Younger players won't know about it, but the amount of 'anti-squat' rhetoric that used to go on around the time of 3rd edition was almost unbearable. As you say you get your usual ' TFG', who can't possibly have their own opinion or judgement, and so would just go along with GW's official line of cutting the Squats out of the universe. The mention of 'Squat' was banned on the GW forums (there was even a specific rule for it  ), and there was only a single fan letter in WD - the only official mention of what happened to the Squats, prior to Jervis' letter regarding them - and that letter was the most condescending comment possible, something along the lines of "they were a terrible concept with poor models, go and buy one of other, newer and much better model ranges" (seriously!)
This was why about ten years ago or more I chose a picture of a Squat as my avatar, although only really use it now out of habit. It was a deliberately facetious jab at GW, but also a middle finger to all the meat-heads who used to just laugh at my models and try to stop me playing with them (I still carry the scars  ). Yes there were idiots who gave the whole 'death of the squats' a bad name, but there were a hell of a lot more players who just felt alienated by what GW had done, and were victim to the sycophants who just changed their conception of the GW universe to whatever GW told them to do.
The squats will never return in their previous form, and to be honest the way the game has changed over the years that is a good thing. However, I wouldn't be surprised at all if we get some other kind of 'Dwarf in Space', which shares some of the tropes of the fantasy dwarf, perhaps in the form of the Demiurg.

Actually, it was still always legal to use the Squat minis. Jervis even said it in his bit where he "once and for alled" the Squats that players were still welcome to use them. Did people encounter situations where they weren't legal?
As far as them coming back, I don't expect to see a Codex for them. We might see a new model or two that they make for fun, probably for IGuard.

I don't think anyone has ever been told they cannot use them, just that there are allot of TFG's around who will complain about fluff and just be a pain in the arse. Its probably also a little nod from the writter to the older players. Most younger players will just skip over the abhuman list but to those in the know...
