Page 71 in the book states all vehicles are relentless. The speed entries state the number of shots they can fire at various speeds. Now relentless says you can fire weapons counting as stationary even if they moved. So does the shooting with vehicles entry win over the relentless special rule?

They probably wrote this to clarify walkers can move and shoot without penalty, as they are the only vehicle type that acts truly relentless.

But relentless also means that heavy weapons can be fired as normal on the move, rather than having to snap-fire. The vehicle rules then place restrictions on number of weapons fired depending on distance travelled. So it is still relevant, just modified.

Quite so. A vehicle will generally be firing at least one gun as if it had not moved. If they weren't relentless at all, they'd be firing all snap shots if they moved.
It's probably an unnessecary complication of wording, but there is a kind of logic to it.
