You'll find the full background to the harlequins in the Warhammer 40,000 Compendium (where they could be fielded as a complete army) or - in slightly revised form - in Codex: Eldar for 2nd ed. It's actually rather cool background; appropriately dark and fantastic while still fitting the setting.

I remain disappointed that GW have cut so much detail from the harlequins' background in more recent publications.

There was a codex: harlequins released several years ago. Not all that balanced or appropriate, since it is old, but still cool.
