From those you mentioned, I'm kind of leaning towards the Librarian.

If you're open to alternatives, these seem fairly fitting as well:

They both are wearing power armor. Just no of space marine variant.

*nods* I think a big misconception is that, to many people, power armour always has to look like a full suit of knightly plate mail - when the "power" part actually just refers to a sort of undersuit of electrically motivated fibre-bundles, onto which you can slap the "armour" part, which can look like anything you could possibly imagine.

It explains why the famous Inquisitor Obiwan Sherlock Closseau's "skin-tight power armour" is, in fact, not that far-fetched, or how SoB power armour can afford to have such a small frame and still match the Marine model in direct armour protection.

From the two suggestions I posted, I'm leaning to the "Inquisitor with Power Sword and Bolt Pistol" myself (even though I'm quite sure that's a boltgun rather than a pistol...), as I think this little flap covering his groin and the huge cape make the entire suit look somewhat Roman'ish. Like a sci-fi version of a Legate of Caesar's legions. Very fitting.

I would perhaps change his helmet for a naked head, though. Since that mini is Finecast, conversion should be quite possible.

Well if that's the case, then I could even do something like:

And do some conversion on the pistol and head (though trying to keep the braided plum on a more open, face revealing helmet... something akin to a Magneto style helmet). And then kit bash it with some Inquisitor "I"s (replace the chest skull for an Inquisitor emblem).

That would fit spectacularly with my fluff for Inquisitor Vrath.

Are there any assassin looking / stealth looking models that would pass for something like that but with the bulk you suggest?

As far as I'm concerned, Inquisitors have access to the best tech around. If you want them to have a 2+ or 3+ save, the model itself doesn't need to be wearing Power or Terminator armour. After all, Artificer armour looks exactly like Power armour and still gives a 2+ save. WYSIWYG isn't terribly important in this regard, IMO.

I feel like the armour save can be adequately explained away with refractor shields, miniaturised void shielding technology, inertial displacement vortexes, or simply high-tech armour plating which is not visible under clothing.

Good point about the artificer stuff. I'd still put some plates on it, but just because of aesthetics ...
Like I said, I dig that "Roman Legionnaire" look of that one Inquisitor.

But I agree, the one DakotaBlue posted looks awesome. Especially the face... Kudos to the sculptor!

Anything you want. That could easily be counted as Power Armour, or Artificer Armour with a built in refractor field (granting him a 2+ and 5++. Terminator Armour, in other words).

^ Yeah. I mean, the Games Workshop Online Shop lists him as being power armoured, and his suit looks very similar to the one I posted above.

Personally, it's much closer to power armour than to carapace. Again, just going by my own perception of the level of "bulkiness".
