No.

They're not.

Their only useful power is 'Telepathic Order', and the other powers are so bad that 'No Power' is actually the second best result on that table. I mean the '6' result on the table is a Heavy D6 Lasgun. Lasgun. Not only that, it's a Lasgun that's difficult to use (first pass Ld test and not have a Hood stop you, then roll how many shots, then roll To Hit, then To Wound, then they get saves). That's a possible 6 steps before you cause any damage.

Forget Psykers. They're worthelss.

And were I to redo your list above, it'd be like this:

Take a JO w/Honorifica, not the Senior Officer, and get a Standard Bearer.

Ditch the 2 Plasma Guns and the Lascannon in the Platoon Command Section, as that just makes them easy VP's for the enemy. You save 45 points by doing this. Next drop Sharpshooters from all 6 units within that platoon. Now you've saved 105 points. And lose the Stubbers on the Russes. They're not going to use them, and as I have explained already, it's a false economy (12 points for 3 S4 AP6 shots vs 15 points for 9 S5 AP4 shots).

Your army would look like:

JO w/Honorifica + Iron Discipline + Flag + Cameleoline (91 points)

JO w/Iron Discipline + 4 Flamers + Cameleoline (79 points)
Squad w/Plasma Gun + Lascannon + Cameleoline (105)
Squad w/Plasma Gun + Lascannon + Cameleoline (105)
Squad w/Plasma Gun + Lascannon + Cameleoline (105)
Squad w/Plasma Gun + Lascannon + Cameleoline (105)
Squad w/Plasma Gun + Lascannon + Cameleoline (105)

AF w/Plasma Gun + Lascannon + Cameleoline + Chimera + Multi-Laser + HB + EA (185)

Hellhound w/EA + Stubber (122 Ppints - Hellhounds are 105 right?)
Hellhound w/EA + Stubber (122 Ppints)
Hellhound w/EA + Stubber (122 Ppints)

Russ w/3 HBs + Extra Armour (160)
Russ w/3 HBs + Extra Armour (160)
Basilisk (125)

1691, assuming I haven't messed up any additions.

Hellhounds are 115 pts. base I believe, but still puts the list at 1721 with some room for toys.

How about a sanctioned psyker with a Force Weapon, Carapace armor, and Honorific Imperialis

Having a hidden Guard force weapon is awesome when it works-notice the when part there. Using it requires getting your not-very-mobile command squad into contact with an enemy independent character or MC (yes, using it to kill Hive Tyrants, Carnifexes is quite fun). If you want to do it, have enemies it will work against, and have the points and doctrines, you might as well get a priest with eviscerator in the squad too, or even a PFist on the officer. Normally quite awful, but it might eat up enough counter-attacks to let the two hidden weapons do their work. Now it is quite the point sink, but it will hit hard if your meatshields absorb enough casualties.

HBMC's list looks great. I wouldn't take that AF squad, but you seem to love it.
And it doesn't suck. It just istn't the best choice.

Did you think about some dropping Vet's? They might be a good addition for tank/heavy inf popping and contesting/claiming quarters.

PS: Sanc Psyker? What's that? I can't find it in my 'dex? Or is it just my 'updated v2.1 (/wo entries not worth being listed)' Codex?

On the topic 'Wich bases are supplied with my Terminators and how could I abuse it'...after turning into a debate on english language and the meaning of the word 'supply'.

Sanctioned Psykers are useful to bump the squad size from 5 models to 6 models, and then to catch bullets. They serve no other purpose.

For the love of the Emperor, don't buy him a Force Weapon!

I have actualy seen them do some good with a HSO, Commissar, and Psyker w/ Honifica and Force weapon take down a unit of chaos terminators then a Daemon Prince. The general fact of the matter is that they come in handy only in certain circumstances and only with the right tools. Its a nice Ace up your sleeve if your opponet has never seen that before and just said what the hell I'll eat that unit in combat.

Its a nice gimmick at most but not a sound strategy. You are better off just taking a JO with some decent fire support and maxing out on las cannons.

And I've used that same config to wipe out a unit of Striking Scorps before the Scorps without taking a single casualty. This was also a 300 point CHQ (in a 1000 point game). Yes, it's effective insofar as it kills heaps of stuff, but it's probably the most inefficient unit in the entire game.

Ok, assuming the points are 1729 as Alpha said, that gives you 121 points to play with, that actually gives you room to play with.

If you haven't got your heart set on the Armoured Fist, you can 306 if you ditch it and add it to the remaining total. You could almost get another platoon for that.

But assuming you want the Armoured Fist, the first thing I'd do is 75 points on a Veteran Squad w/3 Meltaguns. Also take the Drop Troop Doctrine. This leaves you 46, which is a bit more of a struggle as most Guard units are around 60+, and you've used all your FA slots.

I'll think about it some more when I've got the Codex in front of me.
