I am sick and tired of all the times that people stubbornly claim that "you can play whatever list you want in friendly play, so there is no need to make any sub-list/sub-codex official".
That might very well be the case - if you blooming play with yourself! Sure, I can go a bit further and agree that it just might work if you play within a group of close knit friends as well.
On the other hand, it you have no guarantees whatsoevere if you want to play friendly pick up games at your local gaming club/community, and/or if you decide to dare a pick up game at your local GW store. At these instances you can only hope that anyone wants to play your "strange unofficial list".

i must say, as a life long gamer who's played countless games over the years, warhammer has the sloppiest rules i've ever encountered.
the only thing i want out of 5th edition is rules that say what they mean. i don't particularly care how they tweak the game.
though the only troops score thing might make my dark angels viable with bikes/termies filling out troops. that wouldn't be such a bad thing. even if it does seem like a half baked idea.

And yet, that's pretty much exactly what Apocalypse says. If you want to play a 40k3 Rulebook list, nobody will stop you.

Only Troops scoring is an OK idea except that some armies have weaker Troops than others and will be at an automatic disadvantage.

Nothing in 5E forces players to play only with Troops. Those armies with weaker Troops generally have better Elites / Fast / Heavy.
So they should play an asymmetrical battle against Troops-heavy opponents, and use their superior non-Troops to neutralize enemy Troops, allowing their Scoring Troops to be effective on the periphery.
Any disadvantage is situational / theoretical at best.

Correct, John.
Everyone feels like combat squads are so uber.
They have 1 advantage (numbers of scoring units). They have every other disadvantage.
I worry about 180 Orks, not 12 units of smurfs that can't beat down the hordes coming their way.
Tyranids built a certain way would also be horrifying to have to face, but thems the breaks.
Anything else, in any army, is manageable.

I think the final test for 5th is going to be the preceeding codex's that are following. If they A. can stay on the same path they've been on of releasing a good well rounded list that sticks to the core idea of how the army should battle (please god help my DE) and B. as previously mentioned they play test it enough to where they dont miss any horrible lapses where multiple changes resulted in horrible results (A basic footslogger moving as fast as a freaking skimmer... oh gak your not joking?).
