Angron would trash Russ. The Emperor didn't fight him because Angron had done nothing but fight his entire life and would have been more than a match for him. Russ would just get ripped to pieces.

Yes, Angron used Gorefather, which was a fething enormous chainaxe, with Gorechild as a secondary weapon which he later gave to Kharn. He also wielded Ragefire or something like that, a custom plasma pistol. After he became a Daemon Prince, he replaced Gorefather with the Black Blade, a powerful Runesword. He kept Ragefire.

I'm going by the title "toughest" . Hands down it is mortarion. He is the primarch of the toughest cult troops in the game and is far tougher than them himself. Post-heresy he is no imbued with the blessing of father nurgle making him that much tougher.
If we're going to say who would win in a fight?
Pre-heresy, horus is the strongest of all of the primarchs, that is pretty much straight from the fluff. Second to only the emperor himself in all traits and only he could defeat another primarch and then mortally wound the emperor himself the greatest of all mankind. It doesn't really matter though because he died himself. Most of the primarch fights that end in a death are almost always going to end with the other guy mortally wounded in some way if they are fighting 1v1. I think a lot of non-primarchs are potentially stronger than some of the still-existing primarchs anyway. Ahriman dominates magnus, typhus > mortarion (again showing how tough plague marines in general are, not to mention their champions), and abaddon cursed horus for being so weak and blaming him for the failure of the heresy. Curze was an incredible 1v1 fighter but allowed a lowly assassin to kill him to make a point. Angron as mentioned before got banished on armageddon because he bit off more than he could chew (a classic berzerker move).

Magnus can see the future as well, and probably better than Curze ever could. I believe curze to be a better 1v1 fighter because of his night stalker days, but who would win 1v1 between them? Who would know. It would be a matter of terrain, time of day, and what kind of condition/rest they had. If it is a bright sunny day and Magnus can see Curze coming from a long way off he is going to be a crispy critter before he can ever get into 1v1. If it is pitch black out and Curze locates Magnus first, Magnus will never get a chance to see what severed his head from his neck. This is the problem with trying to figure this out, there are many more factors than who is strongest or toughest in a fight.

All indications of the fight between Jonson and Russ were that Russ started it due to Jonson killing the guy (Durath?) that insulted him. He was apparently furious and thus a mass brawl ensued, a bit more than brotherly wrestling me thinks. Russ was supposed to have been the stronger whilst Lion was the faster of the two. He stood up and started laughing i would have imagined because he saw the pointlessness of the whole thing. After all, had Lion not actually just killed the guy who insulted him afterall?
In the old space wolf codex the fight started because the two were attacking a world jointly and Johnson suddenly left Russ flank exposed to exploit a weakness and win the battle, while the SW took heavy casualties. Russ got in Johnson's face about it afterwards and the Lion sucker punched him.
The later Dark Angels codexes claimed that Russ started it, but you can't really trust them, since we all know the DA are secretly traitors who go to immense lengths to hide their shame.
Anyway, Russ has always been one of the better combatants, unafraid to take things head on and win without subterfuge unlike most of the other Primarchs. Agron suffers from the bezerker surgery which makes it easy to lead him into making a mistake, and Sanguinious while good with a sword is more on the olympic sport level while Russ does bar room brawling.

Russ? He was defeated by the emperor. Horus essentially killed the emperor so how can you say russ would be stronger?
As I said before, Horus is the best of the primarchs, that is why the Emperor chose him to be his 2nd in command, and that is why he gained the respect and trust of enough other primarchs/legions to enact the heresy in the first place and why he could defeat another primarch and the emperor himself. Even if you don't admit that he was the strongest (which is debatable) he is the best fighter, hands down.
Mortarion is the most resilient(toughest), and proved this both in his early life and after his fall during the terminus est plague.

I don't remember Horus getting any greater power from chaos, just drive and ambition(he was taken in by the word bearer's , known for their brainwashing), he was already a beast of a man standing taller than all of them. Even as a daemon prince he would have a very hard time defeating both sang and the emperor(one of the greatest fighters, easily able to dominate daemons, and one of the most powerful psykers alive).
Excerpt from 40k wiki about horus' corruption at the hands of erebus:
"The secret sect on Davin was really a chaos shrine, and using sorcery, which was outlawed by the emperor, managed to warp the mind of the war master against the emperor by playing on his dejected feelings about his father."

As I said before, Horus is the best of the primarchs, that is why the Emperor chose him to be his 2nd in command, and that is why he gained the respect and trust of enough other primarchs/legions to enact the heresy in the first place and why he could defeat another primarch and the emperor himself. Even if you don't admit that he was the strongest (which is debatable) he is the best fighter, hands down.
Mortarion is the most resilient(toughest), and proved this both in his early life and after his fall during the terminus est plague.
Horus had the backing of the Chaos Gods, he admitted that in a one on one fight Sanguinius would have beaten him, but Horus had help.
without that help Horus is just a brilliant tactitan, not the best fighter.
