Yes I have, a tyranid player who brought an army more than 300 points over limit for the game gave up after his turn 2, after getting nearly wiped already. I've done it before when I've needed to leave as well, but not delibrately.

I will concede defeat when its blatantly obvious that the next few turns will consist of nothing more than watching my units melt like wax until phase out. That usually doesn't happen, but I would prefer to avoid dragging out a given loss. It gives us more time to rematch that way.

I did concede a game that I am sorry I started. We were just hanging around the LFGS [This was back in late 3rd or early 4th] hoping to get a game in and I finally got someone interested. I told him I would like to try a quick game [I think it was about 1,000-1,500 points] so I can practice with teleporting with my Terminators. He pulled out this Eldar force. I deployed an HQ and 2 Tac Squads in cover and put my Terminator Squad(s) in reserve. He pulled some sort of Eldar power out and just eliminated all of my units on the 1st turn. I went “OK? This was a bad practice, Do over?” He replied “I don’t ever practice, you should just be better in the future.”
This guy should be banned from wherever you meet or alternatively kicked out of the human race.
I feel like hurting that guy.

It got ridiculous, to the point where I had to yell at him or poke him with my tape measure to get his attention. He even went to the LGS owner, midgame, to order a model. We finished the game, but I was nearing the end of my rope.
There is a kid like this a my gaming club. His dad plays and was the manager of the club until recently and has to keep telling him to get on with his game. Easest opponent at the club, longest games due to interuptions and silliness. Eg. kept ranting and raving how good queek headtaker is and thinks he is the best and then challanges a tooled up herald of khorne (or was it skulltaker?) of a friend of mines. Queek died.

Thinking on it only "quits" have been from players needing to leave - I hate it when people dont leave enough time for a game!
But then i play very quickly (and badly) which helps cut this down...

I don’t ever practice, you should just be better in the future.
Tigerstar in human form (I will be so happy if anyone gets the reference)!
Anyway, I've quit 2 games recently (may have more, but can't really remember seeing as I started this hobby only a year ago). Both games were practice for an upcoming tournament.
My first was against my LGS owner who plays various armies but used his horde orks (which he gave me the option of them or nob bikers, and I hadn't played against horde yet). I conceded towards the end because, even though it was entirely possible that my 2 falcons get me a draw (I also had Eldrad and his 5 warlocks) neither he nor I really wanted to play out the remaining 2 or so turns to get there.
Second was last Saturday against a guy named Tom (I believe) who was playing the new Blood Angles, storm raven and all (death company with laemartes, assault squad with HQ chaplain type guy and priest, 2 vindies, a las/ plas back and a tac squad with las and various plas, and a death company dread. KP pitched). I conceded after Eldrad failed a ld 10 test, causing him to fall off the table BECAUSE: That meant that, after his minus 1 assault squad with accompanying commanders (with jump packs by the way) slammed into my guardian squad 1 floor above them next turn, I would have to wipe his entire army ( tac squad, back, 1 death company model and their dread, assault squad and co, and both vindies) with 3 falcons, 1 of which couldn't move (and was about to die from the ramining death co pfist model), one of which was lacking a pulse laser, and my 7 swooping hawks. However we played out the hypothetical "if Eldrad hadn't failed that test," which I ended up winning. In either case it was fun.

Get someone to run an alpha-strike list against him - IG or DE or something that can beat on him heavily on the first turn - if they go first, could possibly get him to quit on turn 1.

Last time i was about to quit i actually won, i had like 8 boyz, my warboss, a trukk and 2 nobz left, versus the better half of 2000 points of space wolves.
My boyz (somehow) wiped 9 greyhunters in one charge and stole objective, 2 Nobz killed Najal, Warboss killed his Wolflord, Trukk tankshocked other grey hunters off the objective. Game end, I win.
Every single one of those charges were "what the hell" kind of charges, not expecting anything to come out of it except a swift death..

Klawz you are now my favorite member of DakkaDakka!
Anyway, I'm annoyed by anyone who quits early unless defeat is obvious. If playing through really isn't going to amount to much other than your models being hammered systematically into the ground, I wont have much fun with it either. Even if there's a small chance of a tie of victory on my opponent's side, I'm still fine if they'd rather end the game there.
However as to the OP's story that I'd have a problem with, along with if you lost one or two units when you didn't expect. It's a tactical game, and your tactics should be changeable. But when your victory relies solely on luck and there's nothing you can do to improve the chances then ending the game is fine.

I'm likely to concede objective based games when I am out of Troops or can no longer contest objectives. The only exception is if I am in a position to table the opponent, which is what I tend to try to do with my Tyranids anyway. The Hive Mind doesn't care about holding a building, I just want to EAT the enemy!
But my friends and I concede to each other in most games once the outcome is pretty much sealed and both sides agree. It lets the next game start, so it isn't an issue.

I always try to play games out to the end. There's a few times I will ask if my opponent wants to end the game early but only if 3/4 conditions are met:
1. I'm clearly going to lose
2. There are others waiting to play
3. I'm running low on time
4. It's not a tournament
Even then I ask my opponent & will go by whatever they want to do.

I must agree with that.
I always try to at least get a moral victory - as long as I kill at least the enemy HQ, I'm happy.

I have had the same opponent quit on me 3 seperate times. The first and second time were nerd fights. We were both drunk. After the second time I stopped drinking during Warhammer 40k, but he didn't. The funny thing was the third time he quit, he hadn't had a drop that night. He simply asked me, "What round is your whirlwind firing". I said something akin to "The anti-cover one". He quit because he said that in "tournament" play, saying that and then rolling, as I did, would be grounds for DQ. I looked it up in the Codex and said the name of the round, but he was so upset by that point that he demanded I lose the rest of my turn. I subsequently refused, and he actually started crying. This guy is an NCO in the U.S. Navy...

The blood angels are expensive points-wise, more so than other SM offshoots. I think when the dust settles and everybody has had some experience vs the BA they won't seem quite as OP as everybody makes out. After all, plague marines are T5 w/ a 3+ save and FNP, but i've never felt they were broken...just resilient (as well they should be for 23 pts/model).
As for the OT, I have conceded defeat when playing to a tie was a completely forgone conclusion in friendly games, but i always play tournament-style games out to the end. I also have been tabled more than a few times; it's a tough pill to swallow but I try to allow my opponent to have fun even when i'm not. What goes around comes around, I always say.

I've had an incident where I was playing Apoc against a few various people, one of who was about 50 (yes, 50). I fired my Basilisks indirectly over about 24" of terrain at his squad, who were about 80" away. He claimed he would get a cover save from a Valkyrie about 12" in front of the squad, as because the Valk is between the unit and the Basilisks, it counts as obstructing the unit.
Despite the fact that I've just fired over about 24" of ruins he still insists that I'm firing directly. Over half the people in the shop back me up, saying that the Basilisks are firing indirectly, yet he still argues.
Eventually, this 50 year old, shouts "Fine then, let's just ruin the game!" to everyone before removing the squad completly, before declarig if "I'm happy now", which I was: he had removed the whole squad even though the template covered about 4 guys out of 10.
If you don't believe me, I swear 100% that I'm not making this up.

that being said, i do understand why people do quit a game if the other guy is annoying beyond belief- playing against TFG can't be great fun. i'd prefer not to end a game prematurely though
