Far as I know, they don't need to be registered on the website for round 1. Doesn't hurt at all, and just means you get updates on new releases and stuff. If they win round 1, they should register, and if they win round 2 and don't register, they won't get any prizes. Once registered, you don't ever have to do it again.

Based on: Any conversions must begin as Citadel models and
contain a majority of Citadel components.
Non-Citadel models may not be used in the event.
I would assume that those would not be legal. They don't start as a Citadel model, nor have a majority of Citadel components. First round, it's up to your local store/ TO. Second round is up to the regional TO. Third round, it's up to the GW staffer, or TO they have at that final location.

Makes perfect sense for existing models.. in the case of thunder wolves there isn't much choice. I could understand if they offered something other than a expensive special character... but can they real fault us for using something that they don't offer?

INAT or no INAT, I don't think it's possible. Controlling the first round is the problem. Best I think they can help for is to work with the sites running regionals and nationals. If they said "Use INAT", some prelims wound't use it, know what it was, etc. Same if GW FAQ'd everything, some places will still run with house rules, or just let players settle it anyway they want. At regionals, they either give direction to those of us running them, or leave it up to us. Same at nationals.
My hope would be that they do a write up, answer questions, and give a lot of direction.
However....Let's look at reality. They are in the middle of a large rearrangement of the HQ and retail stores. Hiring new people, losing people who aren't moving. I doubt that we will see a large comprehensive FAQ worked up for 'Ardboyz.
Best people can do is get through your local prelims, working with the local store. You should know how things are played in your area. Then contact the regionals your going to play at. If they don't have a roadmap from GW, ask how they are playing some things. If you make it to nationals, call the venue you're going to and do the same as you did at regionals. The venues for nationals may have info on how GW will be running things, or they may have to refer you to GW.
Doubtful things will be run the same all the way through, but maybe we can avoid surprises this year.

And that almost as true around here. But I'm willing to be that our commonly-held local rules interpretations differ from your in at least a couple of particulars. The problem is rarely playing against someone local to you - problems mostly occur when you encounter people from different regions, where they may have different viewpoints on what a rule means.
(And then, of course, there is always the absurd RAW thread over in YMDC....)

This isn't true. In fact, there is a minority of people in the area like heavily support the INAT, and there is a (very vocal) minority that opposes it for no clear reason. The grand majority don't care, and just want to roll dice. You, Hod, Zorrax, and Gareth are not a majority.

Most of the questions asked in YMDC would never come up in a real life game. Those that do can be answered with the sources I listed.

Just because a store doesn't use the INAT doesn't mean they are against it. I most likely means they just don't care. And seeing that it's a FAQ written for large tournaments, who really cares if a small store does or does not use it?
That being said, the local store here in town is totally using the INAT for our Ard Boyz event.

Bolded part, that's why they should mandate the use of the INAT throughout. Otherwise the rules discrepancies between regions get even bigger.

I did a lot of chopping and converting of existing 'leftovers' and only had to buy a IG HWT Box and some bases for my existing old style HWTs. It's amazing what you can do with a good bits box and the lame extra models you have.
Ex: I have like 5 of the silly Vet Sister Superior with the bolter, pointing her sword to the sky. Snip, no sword and she's a normal sister. Enough to fill in a squad. All those useless Multi-melta retributors from 3rd edition got a snip and now carry meltaguns. Now I have 2 Celestian squads to throw into my army.

No one uses it because the same 4 people (you included) pitch a fit every single time it's mentioned. Everytime it's mentioned, someone says "It's not 40k!".
You, Gareth, Hod and Zorrax complain loudly, and longly, and threaten to never enter a tournament that uses the FAQ. The store that runs the tournament then looks at the 4-5 pages forum posts of "NO,NO, NOT GONNA EAT MY OATMEAL", gets scared of the impact to the tournament's attendance, and then swears not to use it. I don't know you outside of forums, and I like Hod and Zorrax both, but I don't understand your vehement objection to the INAT. "It's not 40k" isn't a good reason to adopt it, as no one plays the exact same game of 40k that anyone else does. A certain region in the great state of Texas seems to beleive that a vindicare can shoot its own side's troops and that deepstriking landraiders benefit from an packless assault squad's DoA rule. Other people disagree. The INAT is a set of house rules that attempts to solve that issue. A TO's interpretation of the rules in dispute at a tourney is also a house rule. How is one any better than the other? At least the INAT is available ahead of time, and is available to everyone, and is vetted by a panel of national (not chicago) but national reps.
IMHO, I'd like to know how my rules work everytime I play, and not have to make a charisma+ bs check to make the rule go my way. Or get screwed because a TO didn't know my codex.

I have to call you out on BS. I have never once had any discussion with you face to face regarding the rules. Do you play in any of the stores I mentioned outside of Orlando? None of the people at these stores use INAT FAQ, especially during tournament play. Keep your conversation honest.

I agree completely, I really feel bad for those that spent 90 bucks on mr. dandy wolves or any others. Also don't think something asinine like this won't affect what armies are going to be played in the finals either. Not too many people have the time to convert 5+ white lions, or the funds to purchase canis models or a whole slew of juggernauts.
Frankly speaking my two wolf lords started out as Space marines, looks like I'll be sticking a few more bits on the mounts to get to 50% GW thankfully the armorcast mounts aren't nearly the size of mr. dandy's

How do you know my accusations on YTTH were false? It is exactly what happened and he needed to be called on it. His behavior regarding the supspension on AO is par for hte course.

Someone actually enforces the 50% citadel rule? Seriously? Sounds like a way for someone to enjoy being a d-bag for no actual reason
I dont see how reasonable conversions using non-citadel models impacts the game at all.. Not like FLGS care about GW not getting a cut of the pie when they dont even make a model for them to sell
