Personally I would suggest opting to go second and waiting for them to get stuck into a sacrificial unit which you KNOW they will wipe out in one turn,keep your burna rolla wagon close by, remember that once they have done so on the first turn, they cannot do anything else, so once they are stuck there in YOUR SIDE of the field do the following:
1 turn:
softening them up with the lootas to knock off a few wounds, then tank shokking with a rolla wagon, fire the burna's out of the wagon if you can
2 turns:
disembark and then charge the burnas to tie them up in combat with a big bunch of PWs. then charge in everything else in order to make sure they are dead!

Although I see your point, it's a bit disingenuous to discount the costs being thrown around for this squad of Tcav.
4 (or 5 Tcav), individualized, with 1 shield and 1 hammer are going to run ~270 pts. The Lord, if he's pretty basic, is going to be 215+.
Just call it 500 points, it's quite reasonable to think that you would have to commit 500-750 points to eliminate the unit.

Use Zogwort to turn the Wolf lord into a squig. Continually tank shock the Ld8 squad until it fails morale. Problem solved!

If you really want to get crazy add the mad dok with 30 cybork slugga boys - 530pts. That would be the close combat coutner to TWC with lord.

Yes, Loads of dice is the most effective way of killing things, Especially things with high ppm costs and high armour saves like MEQs/ TEQs. If you make a space marine squad roll 3 armour saves, you will get 1 dead marine according to probability. 30 armour saves is 10 dead  and it doesn't matter if those 30 saves come from mass boltguns or a big ork mob charging or even 15 burna's in a wagon hitting 5 terminators for 75 hits and wounding on 3+ for 50 wounds... 2+ armour saves are the best, but you try roll 50 2+'s!
