Then allow me to help you there! The Ultramarines are themed after Ancient Rome prevalently, with some elements of Ancient Greece in there too. This is why they have such an organised, military flavour. You can see this in the names of places like the Fortress of Hera and of people like Captain Sicarius.
The problem is that this tends to get underplayed or forgotten entirely. Pity, really, I like the idea of Space Romans.

No he's pretty much got it spot on. With Ultramarines there's no Blood-fang McWulfenblood Von Bloodwulf idiocy to laugh at. If you don't make a space marine army so ridiculously over the top that all you can do is laugh at how slowed they are, all you have left is 'vanilla marines'.

Ultramarines lack that charismatic underdog/on the edge, thing that everyone else has (yes I know about that pun).

All the other First/Second Founding have something like that, be it the thirst, Ryn's world, outright defying the codex, or adhering to it stricter then the Smurfs just to spite Robute, or hiding that old shame of hedging your bets on the HH.

What do the UMs have? THE ALMIGHTY POWER! THE STRONGEST POWER IN THE GALAXY!!! THE POWER OF MARY-SUE!!!

I mean come on, they have like a near utopianist empire thingy thats like the Imperium but without the suicidal levels of bureaucracy screwing?1

Yes I know they have that classic Greco-Romanic tinge that makes them somewhat interesting, then it gets trounced by all the spank out there about them.
Its only worth mentioning if its actually of use. Like making them fight in Gladitorial arenas and embracing other cliches of the classical civilizations, and them bringing it to the codex.

Considering they're also the stereotypical codex chapter, it means they're a stereotype, and tell me does anyone like a stereotype?

Also I think Marneus Calgar is retardedly over-hyped, the multiple Honour Guards rule would be good if Honour Guard had 2 wounds/Inv save/scoring/Riding dinosaurs with frickking laser beams! and his God Of War thingy improves something that traditionally SM never really had problems with, heck he feels like a generic Chaptermaster compared to the characters who come from other chapters like Shrike, Kahn, Lysander & "Vote For Pedro".

Also they do have more special characters then necessary: Calgar, Tigarus, Cassius, Sicarus, the Tank-humper and the Noob Sergeant.

Oh and 2 of the 5 most annoying/irritating people I have ever had the misfortune of meeting (outside and inside of the hobby) used Ultramarines.

Also littlenibbler Orks aren't about armour saves.
Orks are about having too many models on the table, and wasting the other guy's time with your movement phase.
Orks are about having the toughest units on the table.
Orks are about not caring about how many bodies are left in a long winding trail until the squad is down to less than a third its starting strength.
Orks are about rolling more dice then you can count without the aid of a calculator or a pen and paper.
Orks are about having totally fething insane characters tearing gak down like Doc Grotsnik, Ghazghkull or Snikrot.
Orks are about being too fething awesome to die...

Blood Angels have Chalices here, there, and up their wazoo, the Dark Angels wear Dresses, and the Black Templars have Templar Crosses on their right butt-cheeks, but Ultramarines have... what?

Sounds like someone has a sore spot for the non-codex chapters. In my humble opinion, only the new Blood Angels fluff reach that level of idiocy. The SW aren't nearly as badly written in their fluff. But then, it would be hard to be as bad as Marine Nipple Armour (Mk. VI)...

Perhaps they need that Roman feel amped just a bit. Not to the point of BA lunacy, but enough so people notice it.

I don't hate them, they just don't really interest me. Plus I don't really like the colour scheme much; or more accurately I don't have any interest in painting it. The fluff isn't terrifically inspiring to me either, they're supposed to be perfection in a marine shaped package and there were bloomin loads of them, they appeared almost like the 40k equivalents of teachers pets.

Them being the ubiquitous poster boys for the inherently ubiquitous space marines doesn't really help either. It's all about perspective though, I wouldn't dream of complaining if the Imp Fists were given such lavish attention.

But seriously now, I do feel that quite a lot of Ultramarine hate comes from a mixture of overexposure, bad recent fluff and "it's tradition to do it!"
Perhaps if we had a greater representation of chapters on the box art, this may be less of a factor
