Making up your own chapter is fun!

Only three things matter

1) whose colors do you like best

2) whose fluff do you like best

3) whose characters/style will you use

All of the chapters you've listed use the same book/rules. For example, the guy in my avatar has 2 LC and a Jump Pack... he's my "counts as" Shrike for the Ultramarines... perfectly legal and sees the light of day about once every month.

Inventing your own chapter is also fun.

if you want sumthing easy to paint dont go crimson fists or White Scars. I have Scars and white is a major pain because everything shows up on it. Also to add to a con on White Scars they do not field any devastator squads or dreadnaughts. Devastators are too slow to keep up with everyone else and Scars believe that its better to die then to be entombed in a dreads sarcophagus

They can and do field Devestators though...
If you go infantry and not bikes you can mount everyone in rhinos or razorbacks still perfectly fluffy.
Dreadnoughts aren't their thing though.

under chapter organization. Doesnt make since to have heavy weapons that cant move and fire in the lightening strike army

If you don't want to make up your own then do the Iron Hands. They are the coolest chapter by far. Especially if you like Dreads.

Unless it says otherwise in the IA then it's made up.
White Scars do use heavy weapons just very few of them. Devestator squads can use Rhinos or Razorbacks to keep up with the rest of the force. The Codex SM agrees with me "the White Scars' atrifices have become adept at modifying the motive units of predators, vindicators and even Land Raiders to ensure the White Scars' bikers and recon elements are never left without fire support. As the Great Khan once taught, speed is worthless if the blow it delivers is robbed of strength."

Fluffwise, they don't favor devestators, but they will certaintly have Devestator squads. they will always have transports though.
