It ultimately makes more sense for even factory line workers to get some minimal amount of pay or discretional time of their own for the simple reason that if workers are revolting, production falls. Nor is it possible to always repress them. If it were, there would never be any such things as secessionist revolts or popular uprisings. Sometimes a little give can yield far greater results than simply trying to back people into a corner.

Also for nobles, we know there are luxury goods and services, even if the vast majority of the rest of the Imperium does not have an economy oriented around consumption. The providers of such luxury goods would be the tiny thin layer of "middle class" in 40K. Or perhaps "retainers" would be more accurate, since their existence is dependent upon the noble classes' demands.

Don't get my hopes up. I've always wanted an army of battle accountants.

After a decade in a accounting firm, I think most people would prefer a violent day on the battlefield to another day in the same cubical. Besides, what battle cry could be better then "Excuse me, I believe you have my stapler."

I can't wait till a codex comes out so I can get to work on my paper shredder/dreadnought.
