Exterminatus would actually be something interesting. Maybe an option for a Grand Master (except Draigo) or Inquisitor including Special Characters? +150Pts. On a turn you wish to use it roll a dice. On a 6 the game os an autodraw?

Given the limitations of the OP, Black Templars most likely.

However if you remember the fact that the Dark Angels command The Unforgiven (which is like at least 6 other Chapters), then they would be quite the force to be reckoned with. They're basically separate chapters in name only to appease the Imperium.

Yes, but in the fluff, Inquisitors are only allies to Grey Knights. Not part of them. And the "tournement" here is Space Marines only, not their allies.
