I'm pretty sure that's incorrect. After Smallville they wanted a Green Arrow show (remember which billionaire super hero actually appeared in Smallville?).
The series was always planned around Green Arrow, but it's tone and style shifted dramatically during development away from a teen melodrama to a more gritty series along the lines of Nolan's Batman films.
The Batman rumor actually goes back prior to Smallville. That's when Batman was pitched and it was supposed to basically be his teenage years in different countries training to become Batman. Akin to Superman not being Superman.
Green Arrow is because of the popularity of the character on Smallville. Even if they did take it a different direction. Heck, 1-2 seasons of Smallville were basically the Adventuers of Green Arrow and his side kick Clark.
Though I wouldn't bet that they first considered Batman for something similar. I mean, Batman should always be considered

Because the comic book character has been quite different from Batman for awhile in tone and personality. They haven't been that alike for some time, outside of very broad similarities.
Noting the similarities doesn't make it a bad show suddenly, nor is it a secret that it was originally conceived as a Batman project.

History I suppose. Everything I have read said that WB wanted a Batman follow up to Smallville. The development team modified it and pitched Green Arrow instead because they wanted to focus on different characters. I think they made the right call. There are quotes where they talk specifically about the influence of Batman Begins if you want to look those up too.

A friend of mine who was at the Fan-Expo in Toronto back in August got to meet Stephen Amell and asked him if he'd be end up continuing as Arrow if/when the DC movies add in the GA character... unfortunately doesn't sound too positive as there's no way he'll go for it if he's filming Arrow and/or just finished/heading into a new season.
I'm honestly hoping at this point that either they make sure it's viable to bring him in, or else they just leave GA out of the Justice League movie franchise, because at this point, I don't think anyone else could come close to our current Oliver/Arrow.

That's probably the correct answer. Multiple folks at WB have confirmed that the universes are separate, and they'll probably stay out of each other's way for the most part. You want to let the writers of each write the best stories they can for their respective mediums. WB produces a ton of TV, and they're too smart to step into the "Agents of SHIELD" trap and hamstring their storytelling.
Though I guess you never know...Amell could get a cameo at the very end of JL2 or something as a wink to GA being the first new member added to the original JLA.
It's just for some added drama and tension. And I don't think they're going to keep it hidden forever...there's obviously going to be a moment in which he finds out and goes apesh*t.
One of the single best moments in "Arrow" history happened last night. It contains a slight spoiler for S3 Ep 06 "Guilty" as there's a fight scene involved...but here's the .gif if you want to see.

The lazarus pit will be the obvious solution to the current issue. I think they'll tie the pit more closely into the arrow-verses world by making an extract from the pit be a major component of Mirakura. It would help explain Deathstroke's healing ability after the island.
This season has been a little hit and miss. I'm getting the feeling that the showrunners don't really know where they want to go with Arrow and somebody's putting pressure on them to make him more "not" Batman.

From the interviews I've read/listened to, it's more that now they've been told they are not going to be part of the cinematic universe they're trying to branch out into more than simply Green Arrow's Rogue Gallery.
I have a hunch though that we're going to see The Outsiders make an appearance to stand as an opposing force to Ra's al Ghul and his League of Assassins.
They've been branching out very near the beginning of the series.
I just think (as others have said) WB is too scared to put Batman into series and so they're using Green Arrows as a substitute. And yet they want to keep him "Green Arrow" at the same time, somehow. It's like watching them try to have their cake and eat it too while trying to convince us it's ice cream and pie.
