But then again, one of my only extreme viewpoints is that if you're on welfare or other "survival" programs you lose the right to reproduce. Not a popular opinion, I know, but I'll deal with it :-)
It's good to know that the members of the military on this forum who qualified for WIC and/or SNAP (and there are several who have posted such) have no motivation, personal accountability, or right to have children.

what??? maybe its different in america, but we have more libraries in our downtown cores then in rural areas. If not in the most dense population areas, then where? suburbs have quite a few smaller ones as well, but all the big libraries tend to be downtown in my experience.
the internet speeds are also more then enough for everything practical.
Heck, we just got a couple new 3D printers at the most inner city library we have.

Because, until fairly recently, with all the deployments military folks were doing, combined with an average "dwell time" at any given duty station being 1-3 years, it makes it hard for many spouses to justify going to work at anything other than a minimum wage job; And quite frankly there's a ton of military spouses who are too well educated and are massively over-qualified for that sort of thing. Then there are some who make the active choice to be a stay at home spouse, and raise the kids.... and the last category, which is every military person's favorite: the Dependapotamus.
I think that, as the conflicts in the 'Stan wind down, and military people staying at their duty locations for more than 3 years, we'll see more spouses heading out to get the work they are actually qualified for.

Okay I see the base rate little over 18K a year for a PVE/E1 that CBS reported. They did not add in BAH

Figures given in base pay are before taxes. BAH is tax exempt
Yet they still qualify for Food Stamps, WIC, and a few other programs as well.
As for the unemployment of spouses. Past 10-12 years they really didn't have to work.

That makes a lot of sense. Do the bases not have "civilian" jobs that could be filled by qualified spouses? Seems like that could work decently? I just realized that many of the bases also aren't exactly close to big civic centers that would have jobs to be filled.

There's even an office to help spouses with employment on and off base. That said, not everyone knows how to go about getting those jobs or that the employment aid services exist.

Depends where. When I was in germany, it was mostly spouses and a few German nationals who worked at our PX (think army's really crappy version of Walmart)... Basically, if there's a job on base in day care, banking, or most of the other programs, chances are there's an opportunity for the spouse to work. Of course, there's also in our agreements with places like Germany where we are contractually bound to employ a certain percentage of locals.
