It would make lousy transport for SWAT, the kind they are generally getting does not have the passenger capacity to bring in a full unit/team. There are many cheaper and better vehicles to fish cars out of rivers, and they can deploy quicker than an MRAP.

In fact, it is really a poor choice for any of the uses you mentioned, unless they are happening in an IED/mine filled area.

I actually fully support civilians being able to buy MRAPs. As long it isn't subsidized by the tax payers, if you want to buy a heavy mobility limited gas guzzler, go for it.

As already said, why not? The vehicle is not a weapon (or no more than any other vehicle). Civilians can buy much nicer and better armored armored cars/limos/SUVs. These are a nightmare to maintain and getting them street legal would be a bitch. For something like ranch use they would SUCK.

But I'm all for freedom of choice. If someone wants to use their money to buy one, it is good by me.

Yeah, it's not to stop a disease - possibly a virus - so much as to keep out a rampaging, panicking crowd who are fleeing the turmoil, which perhaps could have hypothetically entered the country through a hub for human trafficking.

Ok, Story time
An old friend once stole a tank and took for a joyride.
He was in the army and it was wargames week or something like that, and they where tasked to at one point to disable a tank.
What do they do? Well they go up in the middle of the night, nock
"Do you have any toilet paper" a hand comes outs with it and they take them out, tie the crew up and drive the tank off the lot.
Well, a mile away they drive it into a ditch.
They got an OFFICIAL reprimand from their Officer and an unoffical pat on the back by tthe same officer.

The Caiman was very popular from what I heard, though the model being sent to police varies, some have 6x6 some 4x4 and transport capacity therefore varies a lot.
Why would it ba bad for SWAT, are drug gangs not allowed to use IEDs and some SWAT vans are exactly that, vans; ajmnd the cpolice have to buy them from their budgets. At least with an MRAP you have a combat proven vehicle that you know will be sufficient if the folks you need policing turn up the heat.
I think this was part of the police departments case in San Diego, police have been picking up some firepower from the streets.

It is interesting to know that the reaction in San Diego is not systemic of popular opinion as a whole. Some police departments have enjoyed their new toy with public approval or non interest. However I do suggest the best word to describe the gift is as a toy. A patrol car it is not, but I can see it being useful to have in your parking laager as its free and may come in handy.

Yes, we are talking about the same vehicle (or family of vehicles to be more accurate). Most the cops are getting will carry 4-7 passengers in pretty cramped quarters, and they are not really made for a quick dismount either.

They are not free, and even sitting in the motor pool they incur maintenance and training costs.

Drug gangs are not using IEDs at this point (at least not in numbers and quality which make MRAPs a good choice).

SWAT vans that are just that, work. I suspect you will have a hard time finding where any CONUS SWAT vans have been blown up by an IED and the guys inside killed or maimed. Since that IED threat is not there, no need to have a vehicle specifically designed to counter it.
