I wouldn't say petty really. He gave advice and after your response that should have been it. He seems to have an overinflated ego so probably paints pretty poorly anyway. He was the one who ended up being petty and the way you handled it was pretty good.

I have been in a gloomy mood and I haven't felt like painting since I came home friday, but reading all these comments gave me back the sense of pride I felt looking at my models before. I've decided not to let his comments drag me down and I'm going to get my brush and paints right now.
Some people noted that the guy might have tried to start something in the first place. Looking back, it seems like a plausible explanation for what happened.

Pretty shocking behaviour!
I'm pleased with the models I've painted, but they account for only a fraction of what I have. I tend to limit what I play with to stuff that I've at least started painting, as it's fun just to see the armies with some colour on them, for gaming purposes it doesn't matter much how well painted they are as you never usually look at them up close during a battle (well, I sometimes do, but that's because a lot of mine are metal and get chipped if you look at them funny).
Still, when it comes to playing the important thing is that you have an opponent, and they have some models to play with. It's nice to play against a painted army, but it's not important IMO, and the standard of painting even less so; not everyone has the money or time to paint using every technique out there, and there's absolutely nothing wrong with that. Plus if you're happy with your colour scheme then that's the most important thing.

Hey those are not bad necrons at all! I particularly like the metal parts.
Only part that bugs me is the green gun on 4th picture. Might be just picture though.
(well also white looks bit off but then again I can't paint white properly either. I hate that colour which is why I try to avoid that colour like plague. Sucks that I would like to paint my eldar as biel-tan therefore...)

Honestly, your paint job is better than a lot of paint jobs out there. I'm appalled that this guy would have tried to start something over something as dumb as a paint job. I prefer to play against a painted army as opposed to an unpainted one, but that's all there is to it - preference. I will still play against unpainted, because I want to have fun and so does the other person. Playing against a pro-painted army is a treat, but that's it.
As others have stated, you handled that very well, better than many people. The store manager also handled it very well, and kudos to them for doing so. Hopefully the guy isn't like that all the time, but by the way the store manager responded, it sounds like they are aware of this guy. You did a great thing in not being insulting back, and keeping your mouth shut. The best way to beat a bully is not to empower them by offering a fight. Great job!
On the topic of improving painting, and this goes for everyone, you are the best person at figuring that out. Assuming you want to improve (and not all people do), everyone has methods and styles that works for them. The only reason I got better at painting was that I liked the sense of pride in my work. And here I am, more than 15 years into the game. My paint jobs have vastly improved, but I still can't base models to save my life.

Hey OP, those models of yours are actually really well painted and I have often played against armies which are not even half as good, and these are painted by people with perfect sight.
As to how you handled that, t was the singular best and most gentlemanly shutdown that I have seen in a long while. Well done and kudos to you for not losing it.

So I was at a lfgs today. I was playing 1850 of fully painted necrons.
At one point, two random guy comes. All tables are occupied and they go to one of the tables and ask them whether they're done yet. They say no and then they come over to our table and ask us the same thing.
We were actually close to finished. We had hoped to play another game, but we considered it common courtesy to let other people play as well.
So these guys stick around the table when suddenly one of them feels the need to start commenting on my paint job and how I could improve it. Nothing offensive, things about how I could use edge highlighthing and drybrushing to make details stand out more. I politely tell him that I appreciate the advice, but that sadly I wouldn't be able to do much with it since I am colorblind and I wouldn't be able to tell the difference even if I did use edge highlighting and similar techniques because they mostly rely on colors that are pretty similar.
The guy, suddenly very angry, throws a tantrum about how that shouldn't matter and I shouldn't make 'petty excuses' for being lazy when painting. He told me I should just read the names on the pots and 'paint my army better' because 'other people have to look at it as well when it's on the table'. He then went on on how much he would hate playing against 'such an ugly army'. It really hurt hearing this. I know my armies are not pro painted, but there's not THAT much I can do about it because of my color blindness (and that stings). Regardless, I put a lot of work into painting my models to the best of my ability.
This went on for a few minutes and some people had already come over to see what the ruckus was about. The store manager came over to tell the guy that rude behavior and yelling would not be tolerated. He shut up but as soon as the owner was gone he started making snarky remarks on every other move I'd make.
I was very frustrated at this point and the only thing that kept me from decking the guy at one point was the fact that I knew I would have my revenge very soon.
I took my phone, sent a text to my opponent across the table and told him to just re-deploy after the game ended. The guy laughs when he reads it and says: 'Okay, got it' to himself, much to the confusion of the two guys beside the table.
So about 5 minutes later, the game finishes and asshat and friend start picking up their cases, and we just start re-deploying. Obviously dumbstruck, the guy just utters: "What the fuuu...?
I turn to face him and with the biggest friendliest smile I can muster and tell him: "We told you we were already finished. I never said we'd actually let you play when we finished, now did I?".
The guy's face went so red that even I could tell the difference and he starts yelling at me. Store owner rushes in and tells the guy 'enough for today' and sends him off. The other guy just said: "Not cool bro" and followed his friend out of the store.
Very nicely done.

Well done sir.
Excellent job keeping your cool and serving up a righteous slice of revenge. I wouldn't even necessarily call it revenge (which has negative connotations) so much as a person getting precisely the justice they deserved for their rudeness.
Also, your painting looks great and I think most of us would think so even before knowing you were colorblind which only makes it even more impressive. I'm a painted-only guy, but I fully recognize the effort required to paint an army so anyone who shows up to the table with a fully painted army gets automatic big kudo's from me.
