Occam's razor says that the simplest solution is often the most likely to be the correct one. We don't know what it is, ergo we should look to the most obvious answer, that being the majority of things GW is known for.
Therefore it is likely a Space Marine.

Isnt the Eldar god Isha's symbol a crying eye marking her sorrow at the fate of the eldar? That stuff around the eye looks like wraithbone and spirit stones are often called The Tears of Isha which they look like in this as if they were dripping from the eye.
Now instead of a claw imagine that the person holding the staff is left handed like Eldrad holds his staff, that could mean the 'nails' are the white of a mesh armour body suit the eldar are known for wearing and the white bits part of wraithbone armour .
This could be also be a new iyanna arianell model? Isnt the symbol of Ynnead the eldar god of death a swirling eye? That special shadow seer who wreathed herself in mist who shows the return of the of deamon primarchs and chaos gods fighting the Eldar gods who had been reborn again to Prince Yriel, could we be getting a war in the webway thing going on with all the new chaos stuff coming out?

We have Sad Panda saying Tzeentch Arcanites are coming soon, we have the last AoS campaign book stating that Tzeentch's ascendancy is next, we have literally the same gem-hook-thing on a Tzeentch model, the arcane eye is a symbol of Tzeentch, the hand holding it appears to be clawed and un-gloved, and the nexus has exactly nine swirls--Tzeentch's favorite number.

Tzeentch daemons do along with similar shapes around them.
The swirl is a thing seen on the gaunt summoner as well.
In the lore there's like 9 of them each with a sense stolen from them, I don't know if they two we have so far have been the blind one; but there's a blind one.
As for an astropath, if it were it would have an aquilla on that eye as well.
Given the release of the tzeentch mortal stuff coming up soon with the tzangors I'm not 100% sure it's tzeentchian, but 100% sure it's part of his plan at least. I'm not seeing anything in that original pic to suggest it's in any way 40k related. I'm going with the crowd on this one and say it's AoS, probably Aelf or whatever they're called these days. Or Tzeentch, perhaps.

Personally when i saw the tzeengor kit with bolt/chain weapons i thought its likely a duel kit. 40k/AOS one sprue bodies the other sprue with a shared or swapped out with crude/magic weapons. so my moneys on the AOS version of tzaangors kit.

The way it is shown on facebook, as Warhammer Age of Sigmar shared Warhammer 40,000's post, I would say it is for 40k.
A pity Aos hasn't had anything new in a while.

I wouldn't read to much into that. The 40k page is the default. The last painting comptetion had a mistake on the aos page because they copied the format from the 40k page and did not change all the details. I am very confident that both of these hints are for Aos.

I completely agree - looks like an Ork hand but probably isn't considering the elegant/smooth theme.
From the design it is more likely to be an AoS magic staff but the gems look quite Eldar.
