Problem is, people will start to bubblewrap characters. What limits the movement.And what some armys just aren“t able to do.
And there will be stuff, that targets characters like sniperrifles. Stuff not every army has.
And here we go again.....

My 2 cents (or why i would put in a silly option):
There's always going to be a group of people who vote on a poll without knowing or caring what's going on. Having a silly option gives them the ability to participate (which they will anyways) without mucking up the results of the 'serious' answers. Also, you can gauge a few things about how your thread and poll are perceived based upon the relative percentage of silly answer votes.

Sorry. You reversed GW and FW. GW is the one putting out silly broken stuff all the time.
2d6 for what is now D would be my guess. Maybe some flat modifiers for really big ones.
Lot depends on wound count for titans. Would be silly if one requires lots of destroyer weapon level hits to take down.

Sure you can pick individual examples. I'm talking about general trend. It's GW that gave us deathstars that require hard counters, wraithknights in multiples etc etc etc.
Then we have FW with HH that beats the crap out of 40k in terms of being balanced. Generally FW units are if anything on the side of being weak rather than broken.

No, it would be

Under 13", assuming both shots get to the wounding stage, you would roll 2D6, take the highest, then another 2D6, take the highest. Here's the reason for this. Let's take an extreme example and assuming the 4 dice roll a 1, 3, 5 and 6 respectively.
Now, if you roll 4D6 take two highest, the result wound be a total of 11, taking the 5 and 6.
If rolled 2x 2D6, getting 1 and 5 on one die, and 3 and 6 on the other, same result.
However, if the first 2D6 rolled 1 and 3, and the second rolled 5 and 6, the highest two dice would be 3 and 6, for a total of 9. This is only a 2 wound difference but could be difference between life and death for a tank or monster.
An even more extreme example, let's say the rolls were 1, 1, 5 and 6. Now, on 4D6, this is 11. But if the first combination resulted in 1 and 1, and the second 5 and 6, this only equates to 7 wounds. A huge difference.
