Sicarius is no longer a Captain, he leads the Victrix Guard. Acheran is the Captain of the Second now, but he does have an official miniature that was only available in the Imperium partswork.

Are the BL marines as large scale as other BL models? If so, this would be a pretty cool centerpiece hero.

The fluff justification for not using the trim colors is that the codex astartes says to remove them or replace them when deployed so as to confuse the enemy and prevent them from collecting intel.
