Ultramarine blue. The lesser chapters then solemnly paint over it to hide the fact that they will never be actual Ultramarines from the universe.

Probably a type of paint that absorb radar signal to be harder to detect like the one used on the F-34 and other semi-stealth plane.

The armor itself isn't going to be the problem with detection systems, it's the power output from the nuclear reactor on their backs.

If most Space Marines were worried about things like "concealment" and "remaining unnoticed", they wouldn't paint their armor neon yellow, or deploy by shooting themselves into a planet from outer space in a metal bucket.

A cheap, mass produced paint. I have seldom read a story where the paint gets chipped or peeled off within a moment of anything touching it.

30k had Loken using lapping powder, which only makes sense if the armour was coated with coloured metal sheets.

Otherwise Laquer, and servitors apply it by candlelight.

Enamel spray paint by the gallon. Non-toxic water-based, quick drying acrylic ink for depth and shading, and dry paints for highlights.

Its possible they dont paint it at all. Perhaps when its being forged colored pigment is added to the meal alloy in liquid form and that gives it the different chapter colors?

No, they definitely paint it - repainting armour is a Big Deal to the Marines, hence why Deathwatch retain a single shoulder pad in its original colours - to avoid angering the armour's spirit.

That's to give homage to the original chapter and show that it is formed by many volunteers and Chapters. Black Shields just have a black pad. The silver arm and pad are there for the reason you cited, to avoid angering the Machine Spirit by having it all-black.

No paint at all. They just impregnate the armour material itself with monomolecular colour pigments and other fancy-dancer chemicals to give the armour an unweatherable colour coat.

I imagine it has many things in common with paints used on modern military vehicles. Something durable and long lasting which can protect the armor from the elements.

Could be as simple as a modern lead based utility paint. Really it doesn't need to be anything fancy.
