It depends what you want them for.
The priest is much better for a guard blob armed for melee (flamers, power axes), because Zealot means utterly fearless and gives rerolls to hit. War Hymns are nice too, but rerolls of a 5+ armour save only really matter in assaults - it still does nothing to bolter fire. Also, the option of an eviscerator gives a guard army a much-needed answer to walkers in assaults.
In addition, he's tougher - as an independent character, he has a 2+ look out sir, and a rosarius as standard. Plus, because fearless doesn't rely on his leadership, he's at liberty to refuse challenges (not that that's too much of an issue with a guard blob - you'll always have a spare sergeant to step into the breach)
On his own, a priest is better
So why take a commissar? Well, the leadership is nearly as good - rerollable Ld9 is damn near impossible to fail, especially with stubborn to avoid any leadership penalties. Where it really matters is for orders; the commissar is better with a blob armed for massed fire - assault weapons and heavy weapons - to ensure that you pass order tests. Front Rank Fire! Second Rank Fire! or Fire On My Target! can impressive with a full infantry platoon letting loose. The thing is, you need to also have senior officers in the vicinity to make this work.

I like commissars for the fact that I can go to ground and fall back from anything I find unkillable. It gives you a little more tactical flexibility for the conscripts who frankly arent killing anything anyways, they're there to tarpit something fierce.
Plus commissars LOOK AMAZING.

For conscripts? Priest, no question. Fearless lets you ignore a bunch of psychic shenanigans and eliminating a point of failure, even a slim one, is better than minimising it. Conscripts are for tarpitting and the priest allows them to do it perfectly, forcing a unit of your choice to burn through 50 meatshields before they can do anything else. The addition of the priest also provides them with options - re-rolling saves against ap- attacks lets them last far longer than most expect, re-rolling to wound can double the amount of wounds put out by the blob and handing out smash to the priest can be very handy when attacking a non-character model and you can act as a hidden power fist, punching out mosterous creatures 1 wound at a time. Same deal for guardsmen geared for melee with a big blod with minimal upgrades and some power axe sarges.
For Guardsmen geared for shooting, a commisar is the better option IMHO as you can gtg behind an aegis for your 2+ cover save and then get back up next turn with orders.
