can re-roll one failed roll to hit per master-crafted

It seems to be suggesting, although it's badly worded, that you can just re-roll any failed to hit roll upto the number of master crafted weapons in the unit. If that is the case, then that is pretty amazing, too and with wound allocation gone, it could mean that a unit equipped with mostly swords for loads of 4+invuls in
CC start popping up.
