They choose not to work, they can work the benefits system (cheat it) to actually get more money than the average working person does.
So, its people who work for a living who end up paying to support them.

Dave its because the EU gives us a massive proportion of imigrants we have to take because we are part of the EU. ours is greater than both France and Germany, countries that have a greater proportion of country to population. As such, our jobs get saturated with people willing to work for next to nothing, which leaves people who think they are above meanial tasks unwilling to work public sector jobs.

Ok...I see, so it's like what we have, called Welfare. But does anyone know? Are they all REALLY freeloading off the system? Does the unemployment rate meet or exceed the "benefits bums"?
I ask because often our news media ONLY ever shows those who blatantly ripp off the Welfare system, by constantly having babies to keep it up, but in reality most of them are just using the system to get out of a tough spot and on their feet again. Of course, our media is ruthless.

Its far worse than that, see my above answer. its a combination of both, but it's the EU directives which lead to the benefits system being more lucrative than working.

IMO it seems 50/50 really, the media shines the spotlight on the unwilling more than the ones who are looking for work. I myself am on DSS (welfare to you Americans lols), and I'm looking for employment in the Art sector, which i'm sure most of you know is like looking for a needle in a haystack...

And Unemployment is really more at a level of magnitude un reported so as to not worry folks. The news only reports unemployed folks who draw unemployment checks and report that they are still looking for work.
They do NOT report those that never applied, and those who ceased reporting due to their unemployment being cut off.
Meanwhile there is "Corporate welfare" all of this is a subject best left for OT section.

as a still idialistic socialist i would like you to skip the too conservative discussion to a different thread mates... this is almost the one thing i can´t be having here... better talk about bews again...or guns... whatever else... but working as a slave for the state is a no go in these parts! i know there is talk in my coutry about this scheme too and i fear one day they will succeed and then all those that liked that idea i fear will choke on the results themselves too...
