Ah, Death Cult Assassins and Crusaders combined with Jacobus' +1 Attack, Feel no Pain and re-rolls to hit. I agree- it's a ridiculously overpowered unit, but it might be the only overpowered one in the tiny Sisters codex. I'll lose it all when I swap over to Imperial Guard next.... SO, I've made the first draft version of the Arbites Codex PDF available as a download. This isn't playable yet - some squads lack descriptions and some of the army list is missing, but I have a few issues that I'd appreciate some feedback on.

You can find the first draft at....
http://www.arbitorian.com/ArbitorIan_Arbites_Codex_Test_V1.pdf

1. The plan with making it a functional SoB army still stands - anything deviating from the SoB rules will be greyed out - but I haven't got around to greying out anything yet.

2. I've used S4 Combat Shotguns like the SM codex instead of S3 Shotguns like the IG Codex. Is that ok?

3. I've used the Riot Shields/Riot Armour concept to reflect the 3+ save sisters units get - does this all make sense

4. I need a suitable simple mechanic for Webbers - I'm thinking something like a template weapon that tests against S rather than T. Or auto pins or something.

5. I have given them access to Land Speeders, but not any of the SM options. Should they get these? Panic suggested that I should lose normal speeders but give them access to Land Speeder Storms.

6. I don't know what Chasteners do yet!!

Any feedback would be appreciated

If using it as an allied force to the SoB rules, I'd go with Complusary: Troops 1-3. And a 0-1 on HQ, Elites, and Fast Attack.

2. I've used S4 Combat Shotguns like the SM codex instead of S3 Shotguns like the IG Codex. Is that ok?

Makes perfect sense as Arbites get the cream of the equipment, even if they are only a police force.

3. I've used the Riot Shields/Riot Armour concept to reflect the 3+ save sisters units get - does this all make sense

Personally I'd say no. as Riot shields imo are less advanced Storm Shields. so with that I'd say either a 5+ or 4+ invulnerable save but the sheild does not confer the additional hand weapon rule.

4. I need a suitable simple mechanic for Webbers - I'm thinking something like a template weapon that tests against S rather than T. Or auto pins or something.

Personally I think it should be a characteristic test based on Initiative, that causes pinning.

5. I have given them access to Land Speeders, but not any of the SM options. Should they get these? Panic suggested that I should lose normal speeders but give them access to Land Speeder Storms.

Storms over standard speeders, as the idea of Arbites needing to gain access where standard tracked vehicles cannot sounds much more viable.

6. I don't know what Chasteners do yet!!

I couldnt find them/it in the pdf, so any info on it would be great and then I could offer a suggestion.

Well I hope that input helps!!!

I agree with panic on the Land Speeder Storms. They are a much underutilized vehicle in 40k and fit well with the idea of arbites needing rapid deployment. I agree with you on the idea of S4 shotguns; however they really kind of negate the need for rapid firing bolters. Why take bolter when there are S4 shotguns? As for chastisers I have no clue, from what I remember of the Shira Calpurnia books they really just handled interrogations, and constantly reminded people of the charges against them. That doesn’t really give them a place in the game.

Thanks for the feedback. I've just realised that I havent explained the intentions enough. There are no allies, etc.

The vast majority of the Codex is just the Sisters of Battle Codex with different names. This includes all the special rules, So, Dominion Squads are now Response Teams, and the Acts of Faith special rule is now called Command Net, etc. I've haven't included some SoB units, such as Penitent Engines and Repentia, I've then added the more Arbitesy units such as Sentinels and Pursuit Teams, and given them similar rules (such as their own 'Command Net' powers)

The reason for this was that I want to create a codex which is easy to use in an official capacity. I was going to 'grey out' all the non-SoB additions. The idea is that, if you don't take any of the greyed out options, then the army is a tournament-legal SoB force, just with different names. I also wanted to make a fandex which is easy for your opponent to understand. So, even the additions use broadly similar SoB rules.

The biggest problem here came with saving throws - Battle Sisters squads are pretty similar to Arbites except they have a 3+ save. So, the idea was that Arbites units can have regular Riot Shields or Riot Armour which just improves their basic save by +1. All of the Sisters-equivalent units have Riot Shields / Riot Armour as standard, and they have a greyed-out option to lose them for -1 point. This way you can still take a legal Sisters army, and the greyed out options allow them to become 4+ save regular Arbites.

Riot Shields are different to Suppression Shields, which are much better and give you a 3+ Invulnerable, and are only available the Suppression Teams (Battle Conclave Crusaders)

Does that make sense?

Yeah, I don't think they should have too much input on the battlefield, but they're quite a big part of the fluff. I've included them as an option for the Personal Staff, but I haven't given them a special rule yet. Maybe something to do with scaring the enemy, or arresting people, or inspiriing Arbites?

yeah thats a little clearer now rules wise. on the other hand fluff wise, something doesnt sit with me... the command net idea is awesome, but translating it between rules and fluff seems to be confused (apologies). the title suggests imperial guard like orders, but the rules act as faith points. but because you are using an Arbites "skin" mod for the sisters codex I can understand why you've done what you have. its probably me just being picky lols so feel free to ignore me on this lol

going on the fact your modding the SoB rules, I'd suggest Chastners are the equivelent on a Simulacrum Imperialis (re-roll failed faith/command-net tests)

Concerning the Chasteners, here're some quotes from the Arbites supplement of the Dark Heresy RPG:
The Chasteners administer every aspect of the capture and handling of living prisoners.

It is the duty of the Chasteners to return the body and soul of such criminals to the service of the Emperor, which He so rightly requires. To achieve this, each Chastener is trained (...) to fight to subdue and restrain any prisoner, regardless of the environment. They are also skilled in torture and coercive force, the better to exact confessions and repentance from their wayward captives.

Chasteners seek to rehabilitate their prey rather than execute them right off, as it is not the Chastener's place to take from the Emperor one who might still serve the purpose for which he was born. If a Chastener succeeds in his task, not only will he have returned a wayward soul to the service of the God-Emperor, but he will have also saved a soul from damnation.

The Chasteners do not hesitate to put a criminal to death, often weighting the efforts a subject would require against more pressing duties, sometimes executing a redeemable citizen for the sake of expediency.

Chasteners receive extensive training in all sorts of subdual weaponry, including shock-weaponry, stun grenades, disabling toxins, and grapple-nets. In addition, Chasteners are trained to use their bodies as weapons with which to restrain their prey. These agents of the Arbites are masters of martial traditions which focus on grappling and holds to subdue one's opponent

IT'S BACK!

It's 6ed and after my first few games with the Arbites, I'm starting work again. It looks like there are advantages to running SoB and Guard as allies, so the question of how to differentiate pops up again. I'm still think the best way is having two different shields - 'Riot Shields' which mean that the model has a 3+/6++ save (and is therefore a Sister) and then 'Suppression Shields' which are the 3++ ones that in the Battle Conclaves.

Originally, I made these for Riot Shields.

But we tried them and they look a bit crap. So, I've gone down a different route. The standard Necromunda shields will be my 'Riot Shields', and I'm starting work on bulking a few up to be the Suppression variant - with reinforcement, cables, wires and a little generator on the side. Once done, I'll cast them to get enough to equip two Conclaves.

I've also started work on a Psy-Marshal (Primaris Psyker) to be the HQ choice in the IG contingent. Just a simple conversion from a Mongoose Judge Dredd figure, bulking out her webbing/packs and building a 'force rod' from part of an IG tank aerial.

It will be interesting to see what the end result is with the shields. However you don’t really need to differentiate too much all of the SOB models will have bolters and the guard models will have shotgun/grenade launchers so there really isn’t that much room for confusion. Just be careful I have seen other people try what you are talking about and it tends to make the model look cluttered.

PS
Nice job on the psi-judge.

Once it hardened a bit I started to cut - it's going to be flat reinforced panels, but since the shields are curved, plasticard won't stick properly at that size. I'm going to use a very sharp scalpel to cut the hard edges once the GS is set...

Yeah, but it gets more complex than that when you have squads like Dominions which only have one or two regular bolter guys. Even though I don't need to differentiate, I wanted something that visually justifies the 3+/6++ save - so that when you look at the squad from across the table it's obvious that they're more heavily armoured...
