I'm sorry if this has already been posted, but could the Emperor return, I know shamans created him ( In Lexicanium) and they had the ability to come back, so does he as well?

Unfiortunatly no. IIRC he's wired up to a huge throne which is a life support system AND allows him to guide Spaceships safely(ish) through the warp. However even though 10,000 psykers are sacrificed to him every day he is still dying.

In GW's Inquisitor RPG, there's an interesting bit about some influential people meeting to discuss things. They are convinced that the Emperor could raise anew - but whilst some are eagerly waiting for this moment, others think that the Imperium needs Him as an inactive figurehead and fear that an actual return could spark civil war. The figures part ways, and the latter make plans to eliminate the former to maintain the status quo.

It's possible, as the Shamans before him were able to do it. My personal theory is that he is conserving enough energy in the warp, from all the souls given up to him not just psykers but normal humans too, so that when he can return he can do it safely without the Chaos gods interfering.

That is entirely correct, but that is really old stuff. Who knows if GW even remembers Inquisitor?

Well, it seems unlikely, but some factions in the Inquisition think so.
"Thorianism - These members of the Inquisition believe that the Emperor will some day be reincarnated. This is the most 'radical' of the Puritan ideologies due to the possible upheaval that could result should the Thorians actually be able to summon the Emperor into a new form, as Believers and Unbelievers would turn upon each other. Named after Sebastian Thor, thought to be an avatar of the Emperor.
Anomolian Beholders - A conservative faction who see it as their job to observe humanity and await the arrival of the Emperor Incarnate.
Ardentities - The Ardentities believe that the Emperor Incarnate will manifest through a group of people, or more likely the entirety of Mankind.
Horusians - A resurrectionist faction like the Thorians, but of a much more radical bent. They believe that the powers of Chaos that manifested themselves in Horus might be harnessed for the creation of a Divine Avatar."

The Greater Good being what's good for the Etherals.
Also, the result of the Heresy was about the best Evil could have hoped for. If they had won, Horus would have killed Chaos itself. If they had lost, they would have lost.
Since Magnus was the only psyker strong enough to sit on the Golden Throne long term without dying, for the Emperor to be reborn, Terra would need to implode. If anyone knows this in 40k, they probably don't want him back.

The Astronomican predates his internment in the Golden Throne, and is not actually attached to the Golden Throne itself. It's 1,000 Psykers a day that are sacrificed to him. These were the useless ones, anyway.

During the Heresy, Horus was imbued with powers from the Gods of Chaos that made him a nigh-immortal super-superbeing.
The Horusians believe that this Chaos Power can be harnessed and controlled, and in such control can be used to either incarnate the Emperor into a new body, referred to as the Divine Avatar, or transfer his spirit and power from the Golden Throne into a pre-existing body, which would make them a living god.

Yes, he could reincarnate, but do you realise how utterly screwed the Imperium would be if he did? 9 months without an Astronomican would spell the end of humanity. Reinforcements would be lost to the Warp, daemons would start popping up everywhere, Abaddon would probably smash Cadia and assault Holy Terra with his Black Crusade etc. By the time the Emperor was reborn there would be no Imperium for him to come back to.

The Golden Throne was supposed to help heal Him as well and from there He would have calmly thought about something to fill the warp gap in the webway Magnus created (well, He has eternity, with his mind He would have surely came out with something).
Unfortunately, the Lords of High Terra saw a chance to take full power and (maybe helped by somebody) set the Throne in a way The Emperor would have stayed there for eternity between life and death, preventing him from healing and taking control once again.
So no, there is a cospiracy from which he can't come back before it's too late. "We" are doomed for the greed of a few men.
Or at least that's the theory I like to believe the most.
