Intriguing motivational chain, not the most subtle, but refreshing and viable. You are spot on with the points you made, chaos lost most of its appeal together its original reasoning. "We're evil because we deal with demons and demons are evil..." is such a lame motivation.
That's why I never really got into CSM, it's just a boring and strained bad-boy attitude. Well, except slaaneshy ones, who serve the most motivating god in the pantheon.  I never understood why one would follow Nurgle, even though the design is cool of course.
That's also why I fell in love with the Night Lords, they always were the most stupid of all to me, but when I read the novels and found out about their motivation my opinion changed in a blink of an eye.
They never even truly fell to chaos, they were shunned for doing their duty (maybe a little too enthusiasticly) and felt betrayed so they just kept doing what they were made for and tried to pay humanity and the emperor back for their hypocrisy. And only then some of them slowly drifted into the service of the dark gods, while others (very few) remained pure.

Personally the more I read fluff the more I feel that the Emperors acts ( committed in his name at least ) are as evil and barbaric as the chaos gods themselves.

The emperor was a dictator who did anything that served his purposes, including making a pact with the dark gods to create the primarchs. All in all he was "good" for humanity in his life-time, but he was not exactly the benevolent savior guy.

The subtle stuff I leave for the Synapse Syndicate - an army I dream to make for myself... I never cared for SMs more than it takes to understand what their miniatures are about so I could not possibly make anything subtle here and I don't really think that subtlety is among SM strong sides anyway. Even if I finally make an army of them that would be for sell, display or promotion but not for me to play. Just not my style... For me fluff is a tool and worth only as much as it hepls to create a good miniature  If It ever comes to selling conversion kits for that chapter people might like the idea behind them and then they will inevitably need some space to add their own ideas on a more subtle level... and if not I won't be disappointed

Tau? Nope... but I like their visuals and the concept of a technologically evolved race without that spiritual nonsence...
About a year ago I understood that no race in 40k verse is enough appealing for me to make a whole playable army so I got an idea about how to gather all my possible projects like grots, orcs etc under one "roof" - the Synapse Syndicate - an army of my geek dreams...
In short this is supposed to be a human "criminal" organisation that strongly belives in technological progress and rational cooperation with alien species. I even had written quite a fluff for them but never completed it. According to that fluff this organisation is devoted to gathering knowledge across space and using to benefit humanity. Much like adeptus Mechanicus but without contribution to any omnipresent "god of tech" and without hatred to aliens. The founder of that syndicate has strong connections to Tau and they have full access to their tech that they used to develope their own gear and equipment. Mostly they try to combine tau's top edge stuff with durability common to Imperial Guard's arms. As obvious SS got their private army composed of small squads. Each squad consist of 4 agents. That agents are recruited amongst most notorious and experienced mercs and significantly augmented including special brain surgery - this needs some explanation I belive... Again I'll try the short version:
- The greatest threat to humanity resides in the Warp
- Humanity's only way to communicate on immense distances of space is through Warp via psykers
- What psykers generally do when they communicate through warp? They emit and recive waves on some frequency with lots of parameters that can be measured and described.
- Why it is dangerous for them to do so? 'Coz this frequency is open to interference!
- Tau are not sensitive to warp so their communication relies on advanced communication tech including powerfull long range transmitters and encoding/decoding protocols
Synapce Syndicate developed a technology based on implants that narrow the range of possible "warp frequences" a human brain can recive and encodes all the communication through that channel. With that technology they established a highly effective communication network - the Synapce Network, which determined the name of the organisation.
In terms of miniatures I plan to use tau models heavily converted with IG bits and my own sculpts. Also I plan to use many allied alien mercs for support. Like my grot and ork gangs.
As I said I have some fluff written but it is all in disarray so I'll post parts alongside future pics on "when it's done" basis. I think the first one will be about network's structure... If anyone be interested of course

Totally Storag this is gripping mate and for once I want the background to a concept so post it up please.
I also had a similar idea of making ship crews of mixed races, the idea that at some point treaties are made and races live along side each other.
This opens great opportunities for conversions and endless ideas, cant wait to see this evolve, the fluff is great I might nick your ideas to create my own conversions

yeah... i like the happy family approach to 40k too
mixing as many races as possible... a wald bunch of everything in a ships crew... but where is the real criminal part... they do sound more like anti-heros doing the stuff heros might do or would have to do... but the time of heros is long over...
and even tho i have seen quite many tau/ IoM conversion... i am eager to see your take ton that scheme...

I kind of agree as to where the criminal aspect is  unless they are stealing the races technical capabilities for their own gain, but what are they using it for ( obviously not resale ) theft, Piracy or even universal domination …….
But domination does not figure in this as they have links to all races, so I am at a loss to who is their adversary in this ? Piracy is the strongest element in this then or are they Merc's

I put "criminals" in quotes for a reason. In a world dominated by dictatorships anyone who steps out of the line is criminal no mater what their motivation is... On imperial side; cooperation with Xenos - crime, defiling emperors cult - crime... Should I continue? Also their crimes against both empire and tau include stealing resources from several worlds.
On the moral side they are no heroes as well - any kind of dirty job is fine by them if they get what they want. And their attitude towards their own "employees" is hardly heroic or moral; average agents augmentation procedure includes a total brainwash that together with synapse implant ensures absolute loyalty and safekeeping of their secrets.
Still think they are the good guys?

Great background already building a mental picture of the criminal organisation, so really my thought of pirates was close.
OK not that close but right ball park, the subservient employees is a great idea designed to be loyal and abiding.
Well, this will look great once converted from fluff to miniatures, the potential for crazy looking miniatures is going to be fantastic.
Print the fluff so we can get even more intrigued, but I still want to see the Aztec marine finished
