I rank Tyranids as a close range army, not a melee army, as of 6th edition. While they do deliver a great assault finishing blow, they need to soften up targets with shooting. Their assault units have a lot going for them (buckets of attacks, good rules to make sure they connect like rending and scything talons, high initiative to hit first) but also have a lot against them (lack of assault grenades, very low armour even on highly priced units like genestealers, low strength and toughness on horde units).

While I still don't rate Overwatch as a serious threat to Tyranids, since you'll generally be hitting them with a large enough brood to soak up the few casualties you'll take, their drawbacks are enough that hitting decently tough intact unit, even Tactical marines, will end in tears if you don't roll well. Soften the unit up with some of the fantastic short ranged anti-infantry firepower Tyranids can bring, and you will fare a lot better.

As melee only, you just won't accomplish much. Close range firepower only likewise won't accomplish much. Neither are strong enough to win out alone with Tyranids. Melee supported by close range firepower, you'll do far more damage. So I'd find it hard to justify calling them a melee army anymore.

It's resin models.

They have kits that can be alternatives to GW's plastic models; upgrade kits for GW's plastic models, and whole resin models that don't have a version in Plastic.

You can make it cheaper by getting the 40k Ork Boyz set (which has like 10 Ork bodies), and a fantasy battalion of Orcs(some of the older sets had like 20 or so, GW probably lowered the models/box because they're cheap bastards) and give them a gun/grenade arm to make a lot of them inexpensively, that's what I did and it made a large mob. If you're into large mobs.

I am surprised nobody has mentioned this, but Chaos also has some pretty good and extremely cheap CC terminators now, with the Mark of Tzeenech+ combi Plasma + Power Axe combo giving you a termi that is not quite as good in melee as a TH/SS termie, but can shoot pretty well, and thus on average will be killing enemy terminator squads of similar costs.

Chaos in generall is quite possibly the most deadly CC marine army now, though due 6th ed's preference for shooting, that does not really make them that powerful. But still, if you want an elite CC army, they're probably your best bet.

Chaos is not lacking in that department either. With all the mutation stuff and the whole mixing of warbands and god-specific troops you can really do exactly what you want.

Orks (dem lootin!) and Chaos (as mentioned above, the cursed flesh) are probably the two armies, where you can live out your creativity most easily.

Playing mostly Necromunda and Battletech, Malifaux is awesome too!

Blood Angels are good at CC, but they're expensive, and not too survivable. A couple lucky hits with a battle cannon will seriously blunt your ability to hit back. Going CC with BA means you're sacrificing range, which in turn means you have to get all the way across the board. Doesn't matter if you use jump packs or rhinos. Slogging across the board gives your enemy at least 2 rounds of virtually uninterrupted shooting, which will take out a lot of models. That combined with the high cost of each individual model means that you'll hardly have anything left once you reach melee range. This is at least my experience.

With orks you'll have so many models that you can afford to lose a bunch on your trek across the board. Plus, ork transports (trukks) are so fast, you only really need one turn to get into melee range.
