I am a little confused by the way the rules are worded at different points in the LRB. Is it a turnover when any player from the moving team is knocked down or is it only if they are carrying the ball?

Definitely any player. Blood Bowl is a brutal game about prioritization, so don't throw random blocks until your more important players are all finished with their actions!

Yeah its any player knocked over. They did this to make every roll exciting/important. So as your playing you really wanna prioritize to order you take actions with your players. Get all moves done first, then high percentage stuff, and finally moves you absolutely have to do, but are lower success rate.

The only time you can be knocked down and not cause a turnover is with some specific skills- Wrestle for example. I think there's another one as well...

Hmm, might be getting my terminology mixed up but its the one where if you roll an attacker down result, you also take the defender down too (unless he has the skill).
Ah, it's called wrestle - just remembered as I was typing this but it is a moot point anyway because if you get an attacker down result, you do suffer a turnover - the wrestle skill just means you take the opponent with you.

Diving Tackle is irrelevant here, because it can only be triggered by an opponent's player moving out of your tackle zone, and that means it's not your turn, so you cannot suffer a turnover.
Unless the rulebook specifically states that your active player can go prone without causing a turnover (as in the case of Piling On), it causes a turnover. Of course, you cannot hold the ball if your ballcarrier goes prone, even in the case of Diving Tackle, so that can still cause a turnover in some circumstances.
