For me it's the Death Korp, my absolute favourite range of models. However I also have very soft spots for Mordians, Praetorians, Valhallans, Elysians and, especially, Tallarn.

As is probably obvious, my favorite is the DKoK.
Not only do they look really cool, but I feel as fit the grimdark gothic "dark ages in space" feel of 40k better than any other IG line save possibly Vostroyans. They've got that touch of steampunk/WW1 that pervades the Imperium that so defines 40k with suitably bleak and grim background to suit.

They have a rule set, everyone is stubborn, not fearless, sadly, and they don't have increased leadership either (which would showcase both their discipline and their will to fight extremely well, but it'd probably make e'm a bit strong)
As for me, DKoK, obviously.

I say the Cadians.
No, it's not because they are right on the Eye of Terror's doorstep. No, it's not because they provide the best soldiers in the Imperial Guard.
It's because they're the basic guardsmen. The generic ones. They are the Ultramarines of IG armies.
But unlike space marines (whose charm comes from being special and powerful), the charm of the IG is that they are the army of the everyman. There's no genetic engineering, super technology, or lifelong warrior indoctrination. It's just a man or woman like you and I armed with flak armor, a lasgun, frag grenades, and a bayonet. And they face everything from genetically engineered super soldiers, to highly advanced alien civilizations, to outright monsters. But because the guardsmen are so many, if they simply work together they can triumph over any obstacle.
From this viewpoint, playing a "special" kind of guardsmen takes away from what makes guardsmen appealing in the first place. The best kind of Guardsmen are the ones that are the regular, generic, and (most importantly) default ones.
And that just happens to be the Cadians.

Cadia is a fortress-world and, like Krieg, produces nothing but soldiers. The offspring of the populace are raised to be soldiers of the Imperium and are considered to be amongst the best the Guard has to offer. Perhaps I should have rephrased it as "they don't recieve the kind of training and brainwashing that space marines do".
Whether they are a little bit better than other Guardsmen is irrelevant. Why they are the default is irrelevant. What matters is that they are the default.
They are the quintessential guardsmen. And that is where the IG's appeal comes from. Or at least, that's where their appeal to me comes from.

I'm not disagreeing with your choice in the slightest just from the way you worded it it read, to me, as though they were just the run-of-the-mill average quality troops. So long as they are what appeal to you, that is what matters.
They are, however, brainwashed just like any other loyalist Imperial Guard regiment - thanks to their rigid adherence to the Imperial Creed & unswerving loyalty & dedication to the God-Emperor. As for training, as Cadians are subjected to training from the moment they can walk, talk & properly comprehend, I'd say they get the human equivilant of the training Space Marines recieve (who, let us not forget, are superhumans).

Yeah right, Cadian loyalty is a joke.
Cadians have commissars to keep them from running away at the first sign of danger.
Krieg have commissars to force them to fall back occasionally instead of always fearlessly fighting to the death in the name of the Emperor.
DKoK > Cadians.

It's nothing to do with tactical education or intelligence. Essentially every member of the Death Korp has a fervent belief that Krieg owes the Imperium & God-Emperor a blood-debt for their transgressions in the past (their 500-year civil war) and as such are eager to pay a small part of that debt with the one thing they can ultimately sacrifice to Him - their lives. So they march to the front with the intent wish to kill the God-Emperor's enemies & die for Him upon the battlefield, which makes them rather zealous in their duty and why they have to be reined in by Commissar's attached to the Death Korp. The Imperium is more than happy for Korpsmen to sacrifice themselves but only if they do it where it's needed most.
The Commissar's also fill a secondary role that is not normal for a Commissar. Because the Death Korp has such a low rate of infractions the Commissar's don't find themselves employed to maintain discipline. Instead they act as liason between the Death Korp and other regiments - not many regiments are keen to be near that faceless, nameless mass of dour, eager to die Korpsmen.

I vastly prefer the old IG metals to the newer Cadians. Other than being able to convert (which can be important) and the options to have all the available weapons, the older sculpts looked much nicer.
In addition to the Valhallans, I really like the Mordians and Praetorians also.
