3 Heralds, Fateweaver and a Chaos Sorcerer actually do put out 20 powers lol... but I only cast relevant buffs/witchfires so that was like 10 ish powers a turn?...Still a lot of book keeping =(.
Hope you had fun at least, your eldar were very nicely painted and inspired me to go out and buy an Airbrush! If anyone is interested, Michaels has some 40% off coupons and a sale going on for a few days, I got a Badger Patriot for 104 after tax (normally 160 at the store).

It is scored like an old school RTT. This means that each player grades his opponents army on Comp. Paint is scored like most major GTs on a rubric involving, 3 colors minimum, squad markings, army markings, complete bases, conversions, greenstuff scultping.

And now I hear after this event(our normal RTT's) you can only get prize support if you have a fully painted/based army. Is that true? What happens if the wining army isnt painted, does it go to second place or does more money go to the other winners?

No, you can only win best overall if your army is painted to a 3 color minimum with a finished base. That player can still win best General just not best overall.

Also, does Game Empire have an official stance on whether the Wave Serpent's Serpent Shield counts as a weapon for 'Weapon Destroyed' damage results? And if so, does the vehicle also lose the ability to downgrade penetrating hits once the shield is destroyed?

For those who are link unabled for various reasons:
This event is run as a strict old-school style RTT, out of the tournament packets of yore. That means that battle points, composition, sportsmanship, and painting are all rolled into a player's overall score to determine the winner! May the best player/sport/hobbyist/listbuilder win!
Points level for this event is set at 1850, so players can show off more of their awesome painted minis, and will have 2 hour and fifteen minute rounds. We'll be playing book missions as usual, unless I can hop in the wayback machine and find some vintage RTT scenarios to inflict on everyone.
If time permits, I'll be doing my part for the fluff as well, staging themed tables with unique special rules for each.
Please be prompt in the morning if you are attending; with the larger armies on the field I want to make sure we kick off on time so we can get the event wrapped before it gets too late.

That's the point.
Our Second Saturday event has run monthly for something like six years now, and the vast majority of those have been open-field events with all armies in contention to win. This event was specifically designed as a part of our 2013 series at the beginning of the year so players could look forward to a fully painted event. The intent was to give players who've got a fully painted list that maybe doesnt' get to see daylight all that much a chance to get it on the table, and give guys plenty of advance notice so they could get armies complete and participate.
That being said, battle points in this event still count for a significant portion of the score, and minimum painting required can be as simple as primer, two colors and a base, so it isn't an insurmountable hurdle.

I win 1 in 4 of my tourney games ... yeah, it has been easy enough to keep track for 2 years+.
So what? So, you get to see several great lookin' armies, and play a few great games. Odds are, you don't win the whole enchilada. Even if you're Andy.

Yeah, anyone going to a tournament expecting to win is being ridiculously arrogant, not to mention unrealistic. Even the best players run into situations they are unprepared for or get hosed by dice from time to time. Tournaments, especially three rounders, are more about getting some games in and fleshing out an army list.
Speaking as a generally terrible painter, getting to a three color standard is child's play, especially in 40k. Get a couple base colors on there and do a little wash work. Glue some dirt on the base and dry brush a little. Go back and detail a little (use a paint pen if you are really lazy) and gloss coat that crap. Done. I recently added 1k ish to my Iyanden collection to incorporate the new stuff and it took me about a week to get it all done, including assembly. Three color standard is not that hard and no one, even us crummy painters, likes facing the grey legs glued on the base work in progress army. Show some respect to the store, your opponents, and yourself and get it to three color.
Anyhow, I can't be at the next one due to our league BBQ happening on Saturday, which might be pulling a couple other regulars away as well. I will most definitely be at the next one, if its mandatory 3 color. I don't mind people bringing the pain, but I am tired of playing proxyhammer and greyhammer all the time.

I don't like grading an oponent's comp because it just ends up being an extension of their sportsmanship. Most players just give away perfect comp if their opponent has good sportsmanship.
If you really want comp to be judged at the end of the final round have each player rank their opponents from best comp to worst.

The issues we've had with scoring anything at the end of the event is that by the time players are at the end of the day, they're spent and their scoring is often a reflection of fatigue rather than accuracy (that last guy was fine, so best... uh, I don't really remember the first guy, so worst), and it creates situations, combined with the above, which can make it difficult for players from outside the local group to get higher scores (Well, I know Randy and Mark and their lists are always fine, so they get the best scores... I don't know whathisname from round two, so... worst)
That being said, it's a local event which has its own idiosyncrasies. Personally, if there's going to be comp at an event, I like how QCR and some other events do it, with a separate panel of judges scoring comp for each list. Sadly, that's not an option for a Saturday tournament with one judge!
@Q - One of the reasons for the 3-color minimum to win overall decision was that we around the store were starting to get tired of greyhammer/proxyhammer as well. Obviously, it's not every player, and Best General will still be open to all players, but I wanted to try something to encourage guys to play it painted, and to see if it would get some of the guys I know who have painted armies out there to break them out in the interest of a fun day playing against other finished lists. Hopefully it works!

Points for basing are a part of the painting score, but not nearly enough to hinder your chances of winning if you're otherwise fully painted (and you win a game or two, of course!  )
So bring it!
