It's unclear. It says "matt", but the picture doesn't look like ward to me and it says he collected tau before working on the codex. It's unclear if this "matt" is the lead designer or not.
Edit: At the top of the page in tiny letters it says " matt holland answers questions about..."

Here's a GW article about some tau that Matt Holland converted in the past.
See the broadsides? It's basically the new one. You can see the ideas he used in the new models.
M ok, couldn't make that out.^^
edit: and misread some other parts ><

I really like the look of the new models. Riptide is what the Dreadknight should have been (except the head, which does look too small, hopefully the other variants are better), a monstrous creature suit that actually looks like it belongs in its army.
I like the look of the fliers. They look like a cross between a Devilfish and a Tetra, so I think it fits with the theme of the army.
No new Crisis suits is sad but at least Farsight has a great looking model. The Pathfinders look nice enough, better than the old metal ones that were all bent too close to the ground. And the Broadside... I still have yet to see a good pic of it but from what I did it looks more dynamic than the blocky, old static pose that we're used to. I wish there was some word on new Kroot stuff but oh well.
I have my old Tau army sitting in a bucket of Simple Green right now just waiting for a repaint (they were my first army and badly painted). I won't need to buy too much as I already have a good 2,000 points but I hope the Codex breathes new life into this army. They were always fun to play. Also, I'm just shocked GW is putting out Codex's this fast! I haven't seen a trend like this since 3rd edition.

Now with better pics, I think I rather like Riptide. It's not the greatest model ever, but at least it's much better looking than Dreadknight, I was afraid that mega-suit would look something like that. Someone complained about the ankles, but if it had sturdier ankles it would have made the model look too heavy. It needs to look like it's agile and fast, not cumbersome big brute. And it looks like it's easy to pose (other one was kneeling), there seems to be many options, there are tons of conversion possibilities, you can cut off the stuff you don't like blah blah blah. Broadsides, pics still aren't perfect, but I'm not big fan of what I'm looking so far. I mean, it's better than the old model, but... Pathfinders look like...Pathfinders. Old models were excellent, they were pretty much impossible to screw up. Maybe not big fan of some of the poses. Big drone looks bit weird. Devilfish has some sort of Drone thingie on top of it too. Farsight looks good I guess. Again, previous model was so bad this can't be more than improvement. I wonder about his fluff. Nice that they painted up his famed bodyguards. By the way, flyer still sucks.

I really like the new Farsight, although personally, I liked the old rabbit ears, but it looks like an easy conversion to slap em on Farsight 2.0.
It seems they corrected the timeline issues surrounding him. What I can read of the fluff blurb seems to indicate that he's now just a skilled commander with questionable loyalty, and a habit of customizing his suit, instead of a semi-mythical historical figure who probably died long ago. Maybe now he can ditch his terrible limitations and just keep the benefits, since he seems to no longer lead a splinter faction.

I was disappointed with the direction the new Daemons codex went (not disappointed with the power level). I was thinking of going back to Eldar and adding some Tau allies, this news makes that more attractive.

That would be great. Old Farsight models could be an excellent use for his bodyguard, considering the crisis suits haven't been redesigned.

More by Kriby on 3++ http://www.3plusplus.net/2013/03/more-tau-picturez/ . Summary:
On Pathfinders: They compete with fliers so I'm guessing no option to move them and they stay in Fast Attack.
On Riptide: Elite.
On Kroot/Vespides: No new info.
There were some solid thoughts on Kroot before with rules, etc. but since they might not have new models soon, they might not want to showcase them. But yes, quite possibly they have been cut until this silly ally supplement book which would be frustrating but that would be very strange as GW generally never removes units from books. Squats being the exception.
On XV88: 85 pts gets S8 AP1 Skyfire for Broadsides; same statline; railguns are now S8 Ap1 base – rail cannons are S10 AP1. They don't lose Overwatch and they can still shoot at the ground at full BS. Not sure if they have S&P.
The way the ruling works is at the beginning of the shooting phase they can choose to have skyfire or not.
Yes the railgun has been nerfed though.

Yeah, to me the first word on the second line of the box 1 description is "markerlight", followed by "carried by the pathfinders". So this might mean that not all pathfinders will have markerlights?

I don't exactly know why, but I think the disk top of the recon drone might just make a good Riptide head. its sleek enough not to destroy the height profile, yet looks like it has enough size, lights, cameras, etc. to do the job.

Unless they've completely changed what-is-what on the models, the markerlight was the part on top of their carbines. The long gun that the one pathfinder is holding looks like some kind of Ion weapon. It has the parallel rods and arched-rectangle of the Ion cannon.

They still have them on their carbines tough, so imho a pathfinder just carrying only a Markerlight would be redundant. Probably they can get the HI-Markerlight from the Tetra?

Well I wasn't wrong, but the funny thing is that Saturn had crit spots in its ankles.

The overwatch option is going to be literal murder to get through. Esp linked with nearby units.
I would like to see the complete rules, and will do when I buy the codex.
But, on a quick tally vs one unit, move assault unit up to charge range, which would likely be Tau RF range. 24 shots (assuming 12 pr) Charge, take 24 overwatch shots*, tau consolidate out of range, take 24 shots again then charge into a further 24 shots before engagement.
So thats 48 shots at BS3 and 48 shots at BS1 for app 32 hits. Could you use a deathstar against that? I would say that if you want to assault Tau, you will have to hit the entire line all at once, there's no half hearted measures against that.
Cheers
Andrew
* I never realised that overwatch allowed full RoF. Or at least according to P20 it does, has it changed anywhere?
