To me, Chaos is only safer if you are really, really good at pleasing a God so you can get all the benefits. I'm certain that being a normal Chaos pawn is much more dangerous than being a Daemon Prince
The Imperium is safe if you are lucky, AKA being born closer to Terra or in a safer planet. The worst case scenario, you are born on Cadia, Catachan, Krieg (if you can be considered "born" there), etc. and are destined to die in the Imperial Guard
Yeaaaaaaah, no. The rest of your post might be accurate, but describing chaos as a meritocracy is just amusing.
Well in a twisted way, chaos can have some meritocratic elements. If you serve your god well, your chances of climbing up the ranks increases. The more you fail, the greater your chances of being reduced to a gibbering mass of rampant mutation, and it don't take much.
As horrifying as all that is, however, the basic model remains; among the hordes of Chaos, sucess is rewarded, while failure is punished. That's a straight meritocracy if I ever heard it.

I don't really see that much of a difference between the Imperium and Chaos when it comes to rewarding success. It depends hugely on where you live. Success may be rewarded in a Chaos Warband, but that happens to work just like in the Imperial Guard where you'll be promoted to a higher rank. On the other hand, you can have manipulative sadists as your superiors who will either not recognise your efforts or, even worse, artificially shorten your lifespan because they fear you'd replace them. Ironically, I'd assume that's even more likely to happen with Chaos where people rise up by backstabbing their boss. In true drow fashion, those who don't watch their backs are obviously not strong enough to deserve their position. The Chaos Gods don't really care either way.
If we look towards the civilian populations, on the other hand ... I don't think success is rewarded either within the Imperium or within Chaos, barring rare exceptions, simply because a scrub's servitude is something that is expected and taken for granted both in the IoM as well as Chaos-controlled realms, and generally not paid attention to by the higher-ups. At least in the Imperium, you won't be dragged out of your slave pen to be sacrificed/slaughtered for lulz.

I mean, the question is, "which is safer?". Beside the fact that the Imperium has larger armies, larger fleets, much larger territory and ressource pool, just think about the fact that the horrible things that the Imperium do are to make it's citizen safer. The horrible thing that happen on Chaos-held world, happens for the kicks of the four Powers.

I'd go with being imperial anyday, you might get lucky and become an Inquisitor or Rogue Trader, of course you might be unlucky and turn into a servitor...

Uh no, you can only really become an Inquisitor if you are trained under one (Who depending on philosophy, will either use you as bait, or might use you to host a daemon inside you), or are born into a prestigous family to get into the top ranking schools that are dedicated to the various matters, Rogue traders are often through birthright and general heralds and titles. Generally the average citizen will toil away from beginning to death in a common manner.

Well we can say that if you're born into privelige in this timeline you can convert it into that you'd have been born into the same social class in the 40k timeline, therefore i would find myself in the mid-upper class and since i've been offered scholarships and the likes we could theorize that the same would happen in that timeline.
I would probably be one of the lucky bastards who didn't have to work myself into an early grave.

Of course by that logic you could be a Nobleman/woman who managed to bind three Keepers of Slaanesh to her soul to keep her alive until the Dark Prince offered her Daemon Prince Status.

People who replace their own body with technology. People who will give you a insano mask and electric whip fingernails. Unless you live on planet Gum-drop Sugerland you will face constant invasions, Nurgles Rot, and a healthy dose of poverty. If your in the Sisters of Battle you will be killed in grotesque ways, by your allies. Dont ever be a conscript. Ever.
Chaos: If there is nothing good on television the gods will turn you into spawn. If you worship Nurgle say goodbye to your intestines. If you worship Slaanesh you will have the life of a rockstar, did I mention the voice box? Ever wanted a mouth on your toe? No? Well your god gave one to you. If you somehow appease the gods you will be immortal. It took 13 crusades to finally not fail. If your a traitor primarch who isn't Angron do something beside petty revenge. Too many mutations and your spawn. Your flying mounts are limited to a magic carpet or a giant fly. Wave goodbye to dignity as you fight beside menacing pink beaked blobs of doom. Tens of people worship Malal. One of the last eldar gods now currently in Nurgles hands (At least it's better than Slaanesh.).

I'd personally feel totally ripped off if i lived in either to tell the truth. average citizen of chaos or IOM has a rather bad dice roll. if you catch my meaning
in other words they are both corrupt, atleast chaos is honest enough to show it. (both imo are equally evil and for probably the same reasoning but in a slightly different mannerism of approach)
The Chaos Gods are evil bastards. All of them. Even Nurgle is a violent, disease-mongering psychopath who doesn't value human life any higher than that of a single bacteria cell and would gladly cut your belly open and let you die just to provide a home for those poor flies that are hanging around him, and he's the only one that even approaches being nice. Khorne and Slaanesh are downright sociopathic monsters who maim, torture, and kill-- khorne demands the blood flow and the skulls be piled high; Slaanesh demands excessive behavior, with each action being more excessive than the last-- and Tzeentch is a paranoid schizophrenic at the best of times, plotting to destroy his own plots which were counter to the plots that plot about the first plots. And even when you do serve them faithfully, none of them are guaranteed to actually reward you for it. Or their "reward" might just be eternal agony and suffering as a chaos spawn for that matter. Or dying and having your soul ripped apart by demons.
Sure there's evil bastards in the Imperium, no one is denying that, but what the hell makes you think the Chaos Gods are somehow even remotely "nice guys"? The Imperium is not a nice place to live by modern standards-- but it's still heaven compared to being in the blood pits of a Khornate daemonworld. And that's what Khorne wants EVERY world to be transformed in to. Even the worst evil bastards of the Imperium have NOTHING on the ultimate plans that the chaos gods have for humanity.

For the common mortal... I would take my chances in the Imperium. If I'm lucky I might be on a backwater planet where there is little war or an aristocrat and essentially live in luxury. Compare that to, the eye of terror which is pretty much hell, where the weak are nothing but a sacrifice and your suffering does not end with death.
Chaos might be more fun... if you happen to be a psycho-killer or a space marine... but safer? never.
