Mine would be the Astral Claws...
Reasons...
1. They are featured in the Badab Campaign and have a "Mini-codex" already -- The Tyrants List. It mixes old school marine legions with I.G. vehicles---pretty cool.
2. They have a really cool back story...If you thought the Space Wolves 13th co was cool, these guys chased Chaos Warlords back into the Maelstrom and kicked their ASSES!!
3. Lots of modeling opportunities. My chapter has all "Cat" like helmets -- check out my gallery of work in progress.
Does anyone else have a home-brew chapter they would like to see or perhaps a chapter from one of the illustrations in the past?

Also, making the Blood Ravens a table top army with cross reference to the video games would probably go over REAL well. (for sales, at least)

None of them. I'd rather GW focused on making sure all of the current Codices were updated & kept as current as possible - not as if Marines are lacking representation.

White scars. Ravenwing doesnt cut it for me, i'd like to see a codex that has bikes as a mandatory troop, rather than an optional troop. Would be epic to see biker armies come back properly, and they really do have some cool fluff and theme going.

None of Them.
All of then should be rolled back into one codex, just like csm.
There are more variation among each of the chaos legions then between each of the codex chapters.
Make a core codec with maybe a single page for each of the founding chapters.
Expand the chaos legions, reduce the imperialist legions!

If GW did anything with marines, I'd rather them revive the idea of various individuals chapters with options for abilities, and then leave it at that. You don't need a bunch more space marine types.
Of course that brings up the issue of balancing marines with a make your own chapter feature, but it would still be the best solution I can think of.
That being said, if GW did have to make a codex, I'm 90% sure it'd be blood ravens. They get so much attention, elsewhere, it seems natural GW would milk that by giving them a codex.

The only attention Blood Ravens get elsewhere is in the Dawn of War games, and that's because Relic made the chapter so they'd have a blank slate to work with. Other than that, the only 'attention' they've gotten is an Index Astartes article in White Dwarf and a trait template in the 3.5ed Space Marine codex.

Blood Ravens aren't divergent enough for their own book, not by a longshot. A good contender in a revised, modern trait system (extra librarians, limited termie armour/land raiders).
I don't think any loyalist marines need a book; there's already too many, and could stand to be condensed.
The Traitor Legions, however, could benefit. Really, I'd like to see two Chaos Marine books; Traitor Legions, a customizable army list for the original traitor legions, and Renegades and Heretics, for the later rebels, such as the Red Corsairs, with individually weaker marines, human and xeno auxiliaries, that sort of thing. Kind of like making the original legions like the Grey Knights; individually powerful, highly customizable, and the renegades more like vanilla marines; larger numbers, synergy with allied guard or something of the sort.
Just an idea, but the loyalists really, really don't need any more books.

If we *must* have more marine books, make it a Chaos book. The loyalist chapters as they are, even when they were "diversified" of late, could still be fit in their entirety and lose nothing in a 30page rules addendum as sub-lists for C:SM.
Chaos could go all sorts of interesting places. I'm imagining a Thousand Sons list with psyker artillery squads and all sorts of misdirection and divination shennanigans, a World Eaters list with killy daemon engines and Juggernaut cavalry, an Iron Warriors list with bunkers for dedicated transports and tank squadrons and massive daemon engines, etc.

If I had to pick an original legion to get their own codex, though, it would probably be the Alpha Legion. No reason, I just think their stealth and underhanded tactics would make an interesting codex.

I dont think the game really would benefit in any way from more loyalist marine books. It is easy to jump on the anti-marine bandwagon of course but it is difficult for me to see how another marine codex would improve the game in any way.
The next power armour codex should be the sisters of battle.

Pretty much said it all. However I think it should be each of the 18 original Legions should get their own book, and then the new founding chapter can use their parent chapter's book. If unknown, go with what you feel is right.

With the news that Iyandan are getting their own expansion for C:E, maybe this could bode well for the under represented chapters. I can see Black Templars being relegated to an expansion codex (it's not quite a new codex, but it's better than nothing, right?), and who knows, maybe some other chapters will get their own expansions too.
I can see Iyandan being the experimental base, testing the market, to see if other expansions will be worth the effort.

I would say death guard.. But I run a pretty effective death guard army anyways.
Otherwise a Black Templars book with as much invested as some of the more recent marine books.
