This is an idea for Space Marines/Chapter Variants (Except Grey Knights.)
Specialist Squad:
17 Pts
5-10 Per Squad
Ws4 Bs4 S4 T4 W1 I4 A2 Ld9 Sv 3+
Wargear: Power Armor, Boltgun
Special Rules: And They Shall Know No Fear
Upgrades:
Any Specialist may replace his Boltgun with the following:
Flamer - 5 Points
Meltagun - 5 Points
Plasma Gun - 10 Points
One specialist may be designated Specialist Captain at no additional points cost. Replace his Boltgun with a Chainsword and Bolt Pistol.
He may replace his chainsword or bolt pistol with any of the following:
Plasma Pistol - 15 Points
Power Weapon - 10 Points
Power Fist - 25 Points
The squad may take a Drop Pod or Rhino as a transport.

Not exactly. You're limited two specialist weapons per Sterngaurd squad, plus Combi weapons. I did just realize I upped the points cost of Meltas by 5 points on accident. I'll fix that.

So make it 5, 10, 15 for Flamer, Plasma, Melta? And I'm still unsure what is so 'Sternguard' about it. They both have the Veteran statline and they both specialize in mid level weaponry, but what other similarities are there?

Versatility and function. A unit that his this kind of versatility at this price would quickly supplant the purpose of sternguard squads, if they're scoring units, you're pretty much just replacing marines. Paying a 1ppm premium for access to far more effective loadouts is too much of a bargain.

Now you could make this squad a 0-1 choice available to a certain HQ, or in some other way limit them; but as it stands, it's too good. It's better than Space Marines, cheaper than sternguard or vanguard. A squad of 5 meltaguns with 2A for 110 points is dirty pool.

First off, if they're truly a specialist squad, you should increase the requisition cost and give them something that truly designates them as a specialist unit.
There's nothing about this squad that seems 'special' except better access to wargear.
If you gave them a 'special purpose' with predesigned loadouts; and fixed the squad size, so you can predict costs accurately...

seems closer to the Tactical Support Squads from the Crusade Legions. here's a suggestion

same Veteran Stat line
20 or 22 points each
all start off with a Flamer, maybe a Boltgun or Bolt Pistol
when you buy equipment you buy for the whole squad and it replaces the Flamer.

Free - Grenade Launcher (dunno if IG or SM would be best)
5 - Autocannon??
15 - Meltagun
15 - Plasma Gun
standard Sergent and Transport options.

While subtly different from sternguard, I think what you have is very similar to what they do already. Or command squads, for that matter.

Is there a reason you are using veterans as a base, rather then normal marines? I could see these guys are the opposite of devastator marines. For when you need close support, rather then long range. The fact that you are using vets is one of the things that makes them compare to sternguard/command squads. Using normal marines would help them find their own niche.

You should stick with the sergeant + 4 marines basic structure. This is followed by most marine forces, I don't see the need to deviate. Add up to 5 more marines optionally, but I'd keep the weapon upgrades to 4 for the squad. We don't need 10 guys with plasma rifles.

Your basic wargear should include a bolt pistol and frag/krack grenades. Special rules should include combat squads, and combat tactics (or a note on what replaces it for other chapters). This is just pedantic copy/paste stuff, but you listed ATSKNF and power armor, so lets just be complete.

What slot on the FOC do they take?

It seems odd that the sarge can't take a combi weapon. While he has the option to take a specialist weapon (something I'm not fond of) combis are kinda iconic for shooty characters. Also, melta bombs should be an option. I might just copy/paste the tactical squad sergeant's options.

No option for strombolters?

Okay, knock them down to Marine statlines. Make them Elites. All standard marine special rules. 18 or 19 points per?
Same upgrades as available to devestators, but replace the heavy weapons with the special weapons at aforementioned cost. Sound better?
