Keep in mind, some Jaegers don't even have a steel shell! Gypsy Danger was specifically mentioned to be armored with iron - no alloys. (They mentioned no alloys as though this were a source of pride, not a structural weakness.)
Just Iron? Heck, a Boltgun could tear through that. Everything stronger than a Lasgun can tear through that. No contest, whatsoever.

Considering in the fluff it takes Titan tens of seconds to get a weapons lock on another reasonably slow Titan, I think the Titans would have a problem. They might have the guns, but only the Tyranid/Eldar titans have the maneuverability to keep up with Gipsy or Stryker. And the Jaegers don't have to obliterate a Warlord or larger, they just need to trip it, or cripple a knee. It won't be able to stand back up before the Jaeger could stomp the head or the Titan.

According to del Toro, a Pacific Rim sequel might contain a fusion of Jaeger and Kaiju... so I'm hoping for a not-Mechagodzilla to appear!

Who cares about the Jaeger shooting? If the Titan has the firepower advantage but can't get a lock (and therefore probably hit) with weapons, the Titan would have no chance.

And Titans have the most sophisticated land based weapon systems and sensors the Ad Mech has. So powerful and mighty as to be akin to sorcery.
I'm sure they can track something as big as a Jager with no difficulty.

You only need a lock with a single-shot, direct fire weapon. A hellstorm cannon is a super-powered chaingun that fires blasts of las energy designed to scythe through other Titans and super-heavy vehicles. You don't really aim with this weapon, you just point it in the general direction of the target and open up, much like the gatling cannons found on modern war-fighting aircraft of the modern era. We're talking a cone of fire that is scores of meters wide at range. If the Jaegar is anywhere in this cone, it's taking dozens upon dozens of hits, against which its Terrestrial armor is of no concern.
And if you should only stagger the Jaegar?
Finish it off in style with your Turbo-laser Destructor..

Or their Vengeance Cannon? Like Volcano cannon^10, which is a Tjurbolaser Destructer^10.

Now I do wonder where that is quoted from...
40k Titans, all of them, would obliterate a Jaeger before it got close. I mean a single hit from many of a Titans weapons would be a 1 hit KO. All Eldar Titans are faster then Jaegers, have way more powerful shooting, and if designed for it, stronger H2H fighting. No contest there. Tyranid bio titans would win because of there psykic powers available to many or the powerful bio cannons would rip the Jaeger apart.
A single shot from a turbo laser from even a small warhound would be a do-in, the same if a Jaeger was caught in a super gattla fire I would guess. The advanced tech is just to much of a difference.

If it's a quote, it's not one I'm aware of, though I suppose it could be patterned after some sort of pithy observance on the nature of weapons and warfare that I might have read somewhere but don't remember at the moment.

Titans win, no contest. Jaegers have to be dropped in, A warhound would have ample time to prepare to fire. Have fun dodging a laser. You know, the kind that is focussed light. Travelling at light speed.
Jaegers are fast, but not that fast.
